Staff present: Gil Spence, Pat Prevenas, John Hail and Eileen Trimble
It was moved by Harjehausen, seconded by Duggan, to approve the minutes of
the January 8, 2002, meeting. The motion passed unanimously.
Leisure Services Manager Gil Spence explained that the Management
Agreement between the City and GMS., Inc. for Bunker Hill Golf Course had
already gone to the City Council for approval; if the commission made any
changes, the agreement would be re-submitted to the council. The Agreement
is the same as 2001, except for a three percent salary increase.
Commissioner Harjehausen would like to see the starting and ending date of
the contract be changed (at some point in the future) so the golf pro would be
responsible for promoting our facility in the off season. Mr. Spence said it
could not be a twelve-month agreement, but he would check out the
possibilities for the next Agreement.
It was moved by Bock n.qer, seconded by Daykin, t_o approve the Management
Agreement between the City of Dubuque and G.M.S. Inc. fo_.z management of
the Bunker Hill Golf Course fo__~r the 2002 season. The motion passed
unanimously
Three proposals were received from companies that wanted to have exclusive
soft drink rights at Bunker Hill Golf Course - Dr. Pepper, Pepsi and Coke. A
summary sheet of the three proposals may be found as part of the original
minutes.
Mr. Spence said the first question to answer is whether we want a single soft
drink provider. Approximately 550 cases of pop and 137 cases of water were
sold in 2001. Commissioner Lyness asked what advantage there would in
going exclusive. Mr. Spence said basically we would get a beverage cart, a
break on the cost of pop, and annual funds for promotion.
Dave Huinker representing Pepsi said he was surprised that only 550 cases of
pop were sold last year because he sold approximately 360 of those to the
course. He feels you should factor in the loss of sales due to only having Coke
available, and that Pepsi is owned locally and reinvests in the community.
Paul Gorrell, representing Coca-Cola said their company also invests in the
community and many of their employees are involved in civic groups. Coke
would write the City a check annually for $2,360 to be used to lease a
beverage cart, pay for scorecards or use for special activities, however the City
wanted to use it.

It was moved by Hariehausen, seconded by BIocklin,qer, to have an exclusive
soft drink provider four the Bunker Hill Golf Course. The motion passed
unanimously.
It was moved by Hariehausen, seconded bv Dug,qan, to accept the proposal
from Coca-Cola Bottling Company for exclusive soft drink distribution at the
Bunker Hill Golf Course for a five-year period, effective with the 2002 season.
The motion passed unanimously.

CERTIFICATES
AT GOLF
COURSE;

Prior to 2001, prize certificates were redeemed in the pro shop only. In 2001,
we purchased certificates for use at Kennedy Mall and certificates from the golf
course were allowed to be used for pro shop merchandise, green fees and cart
rental.
In the past have waived green fees for four tournaments sponsored by the City,
primarily to support the golf pro through increased sales in the pro shop. If
certificates are allowed to be used anywhere, staff recommends green fees be
charged for all tournament except the Pro Am.
Commissioner Harjehausen said he talked with pro at Fillmore Golf Course
(run by the county) and they give reduced green fees for events. Mr. Spence
checked with Cedar Falls and Muscatine and they waive green fees for one
tournament a year. Commissioner Duggan asked if we reduced shop
inventory and Mr. Spence said yes, but certificate winners could use certificate
to order something, it would not have to be in stock.
Commissioners Schrobilgen, Daykin and Lyness were in favor of offering a
reduced green fee for the four city-run tournaments instead of waiving green
fees. Mr. Spence said the golf pro favors running the tournaments the same as
in the past, but certificates must be used in the pro shop only.
It was moved bv Daykin, seconded bv Lyness, to have reduced, preen fees

The motion failed 3-4, with Daykin, Lyness and Blocklin,qer votin,q yes; Du,q,qan,
Hariehausen, Hoffmann and Schrobilpen voting no.
Commissioner Hoffmann asked if we are shorting the City by not charging
green fees for these tournaments. Mr. Spence said we are basically trading off
green fees for pro shop business.
After further discussion, it was moved by Hariehausen, seconded bv
Schrobil,qen, to continue to waive the ,qreen fees on the four tournaments run
bv the City, and all prize certificates must be used in the pro shop. The motion
passed unanimously.

BASEBALL TEAM
AT PETRAKIS
FIELD:
Manager Spence explained that the baseball team is still planning on coming.
The concessionaire, Left of Center Field of Dreams has applied for permits for
the concession operation at McAleece and is working out arrangements with
Mr. Spielman.
PARK
DIVISION
REPORT:
Park Division Manager John Hail reported:
I, staff is making new tables and refinishing all the solid wood tables from the
Riverfront Pavilion in Eagle Point Park; I, greenhouse plants are doing well
and volunteers are helping; I, in the spring we have to finish the landscaping
at Cleveland Park and replace the play equipment at Murphy Park; I, bids are
due March 21st for rewiring the campsites at Miller-Riverview Park and we
hope to have the work done by the end of May.
RECREATION
DIVISION
REPORT:
Recreation Division Manager Pat Prevenas reported:
~' The new Aquatics/Therapeutic Program Supervisor, Janna Beau, started
work on Monday; ~ the front nine holes at the golf course may open this
weekend, weather permitting; ~ requests are coming in fast for use of facilities
for this spring.
OTHER
BUSINESS:
I, Commissioner Hoffmann asked to again have summer meetings at various
department facilities.
