RE: Hillcrest Associates, Appellant, vs. Dubuque City Board of Review
Case No. CVCV 103097
Hillcrest Associates owns eight apartment buildings (108 apartments) on Pasadena
Drive in the City of Dubuque. The January 1, 2015 assessed value of the property was
$4,500,000.
Hillcrest protested the 2015 assessed value claiming a value of $1,775,000 based on an
appraisal.
The Board of Review denied the protest and Hillcrest appealed to the Iowa District
Court for Dubuque County.
The Board of Review's appraiser concluded that the property value was $4,070,000.
The City Assessor and the City Attorney prevailed upon Hillcrest to dismiss the appeal.
As a result, the assessed value will remain at $4,500,000.
