Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendations for funding from the Public, Educational, and
Government (PEG) Capital Grant for Access Equipment and Facilities in the amount of
$16,500 for Loras College and $13,600 for Dubuque Community Schools for digital
routing upgrades to their control rooms to allow them to send true digital signals to
Mediacom.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: PEG Fund Requests
INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV
Commission for two requests for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
At its meeting on June 9, 2016, the Cable TV Commission considered requests for funding from
Loras College and Dubuque Community Schools for digital routing upgrades to their control
rooms to allow them to send true digital signals to Mediacom. Both Loras College and Dubuque
Community Schools are PEG origination sites, for local cable channels 15 and 16, respectively.
The Commission approved up to $16,500 for Loras College and up to $13,600 for Dubuque
Community Schools.
The Capital Grant for Access Equipment and Facilities currently has a balance to be awarded
for$488,001.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for these requests be forwarded
to the City Council to receive, file, and approve. Thank you.

the Dubuque Community Schools educational access channel to a SDI signal than than an analog signal

efforts done at the government PEG channel. Mediacom has invested in SDI equipment at their headend
to make this feasible. We are seeking the funding to improve the output quality of our audio and video.
Describe how the community will benefit from your request:: Currently the picture quality is analog and
contains excessive noise. It is the weak link in the quality chain. This improvement will provide viewers
with significantly better quality.

They believed it was the better option. However, we are going to wait on the server. Without the servers,
