City Engineer Gus Psihoyos is recommending acceptance of the public improvement
construction contract for the Timber Hyrst Estates #4 Sanitary Sewer South Line
Project, as completed by Connolly Construction, Inc., in the final contract amount of
$89,860.09, which is a 10.2% decrease from the original contract amount of
$991053.70.
1 concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the public improvement
construction contract for the Timber Hyrst Estates #4 Sanitary Sewer South Line
Project.
BACKGROUND
The Timber Hyrst Estates #4 Sanitary Sewer South Line Project will extend the sanitary
sewer from the South Fork of Catfish Creek to Timber-Hyrst subdivision Phase #4. There
are two different projects that will serve Timber Hyrst subdivision Phase #4 with sanitary
sewer service, the North and South Line projects.
DISCUSSION
Timber Hyrst Estates #4 Sanitary Sewer South Line Project was completed by Connolly
Construction, Inc., of Peosta, Iowa, in the final contract amount of $89,860.09 which is a
10.2% decrease from the original contract amount of$99,053.70.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $89,860.09 to Connolly Construction, Inc., for the Timber
Hyrst Estates #4 Sanitary Sewer South Line Project.

The City Council is requested to adopt the attached resolution to accept the
improvements and to authorize the payment of the contract amount of $89,860.09 to
Connolly Construction, Inc., for the Timber Hyrst Estates #4 Sanitary Sewer South Line
Project.

RESOLUTION NO. 241-16
ACCEPTING THE TIMBER HYRST ESTATES #4 SANITARY SEWER SOUTH LINE
PROJECT AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the Timber Hyrst Estates #4
Sanitary Sewer South Line Project (the Project) has been completed by the Contractor,
Connolly Construction, Inc. (Contractor), the City Engineer has examined the work and
recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $89,860.09;
WHEREAS, the Contractor has previously been paid $85,367.08, leaving a
balance of $4,493.00; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $4,493.00 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa
Code chapter 26.13.
