Five firms were selected for an interview. The City Code defines the Comprehensive Plan as: "The community's principle tool to guide its future development, public policies and decision making." The Comprehensive Plan outlines the vision for the future growth and development of the city. It is built with ideas and input from city residents, and reflects a consensus of community values. Built on the Sustainable Dubuque model, the Comprehensive Plan provides a roadmap to guide the environmental integrity, social/cultural vibrancy, and economic prosperity of the community for a viable, livable and equitable community. Residents developed a model for sustainability centered on economic prosperity, environmental integrity, and social/cultural vibrancy. Beginning in 2006 the City of Dubuque also began developing the 2008 City of Dubuque Comprehensive Plan. Through citizen input, the new plan's framework was built around Dubuque's economic, physical and social environments. The plan's framework strongly aligned with the Sustainable Dubuque model. By 2012 Sustainable Dubuque had fully developed and made significant inroads in the community. The framework and principles of Sustainable Dubuque were incorporated into the 2012 City of Dubuque Comprehensive Plan, further reinforcing the relationship between sustainability and Dubuque's comprehensive planning efforts. The Long Range Planning Advisory Commission by City Code is responsible for coordinating and supervising the preparation and maintenance of the Comprehensive Plan. In connection with the 2010 I-JOBS II funding contract for the City's Lower Bee Branch Creek Restoration Project, the City was required to review its Comprehensive Plan to determine the advantages of adopting Iowa Smart Planning principles and amending its Comprehensive Plan to utilize Smart Planning principles within three years. In 2013, the Commission proposed and the City Council adopted a significant update of the plan to include recommended and required elements of Iowa Smart Planning law. The Long Range Planning Advisory Commission also proposed that the Comprehensive Plan be seen as a community document needing everyone's contributions, one that would represent perspectives from diverse community members. In 2014, the Commission proposed and the City Council adopted the "Imagine Dubuque" Community Engagement Plan as a framework to better involve residents who have traditionally been under-represented in past updates of the Comprehensive Plan through a variety of formats and interactive input opportunities. Having approved a significant update and community engagement process for the Comprehensive Plan, the City Council determined that it was time for developing and implementing a robust, creative, inclusive Comprehensive Plan that was interesting, meaningful and relevant to diverse community members. The City Council further determined that substantial funding was necessary to accomplish these goals. In 2016, the City Council approved a $323,300 budget to retain a consultant and cover other expenses to undertake the approved community engagement process and update the Comprehensive Plan. Input from the community is critical to developing a community vision and updating the Comprehensive Plan. The project also supports a robust and inclusive "Imagine Dubuque" community engagement process centered on the Sustainable Dubuque model to enrich the update. Commissioners will advise staff on activities related to the Comprehensive Plan update and Community Engagement process. The Community Engagement Process is needed to solicit public input in an innovative and inclusive way, reaching out to stakeholders, residents, and business owners through a variety of media and interaction types. This outreach will be done with online engagement as well as print media and face-to-face interaction. The Community Engagement Process is a framework to better involve residents, especially those who were under-represented in past updates of the Comprehensive Plan. The engagement 2 process will include a strong educational and public relations component that will build and carry momentum throughout the project. The updated Comprehensive Plan will be a more illustrated and focused document which reflects current conditions and opportunities for the city and well as the values and goals of the community looking forward. The plan will be structured around the Sustainable Dubuque model, supporting elements of the current Comprehensive Plan, and guidance from Iowa Smart Planning legislation. The anticipated schedule is that the City of Dubuque will execute a contract with the selected consultant by June 30, 2016. The RFP indicated the project was to be completed by November 1 , 2017. The Dubuque Comprehensive Plan's goals help focus the major policy decisions of what services City government will provide, with direct correlation to capital Improvement Program (CIP) projects. A November 2017 completion, however, would miss the City Council's annual goal setting and budget processes. The Consultant Selection Committee recommends that the project completion be advanced to August or September 2017. This advanced time frame will enable adoption of the Comprehensive Plan in time to inform City Council Goal Setting and facilitate plan implementation in the subsequent budget cycle. Teska Associates has committed to have the plan documents completed and ready for adoption by the end of August 2017. Planning Services Manager Laura Carstens and the Consultant Selection Committee recommend City Council approval of the selection of Teska Associates as the consultant to undertake the City of Dubuque Comprehensive Plan Update. DISCUSSION City staff supports retaining a consultant, or a team of consultants, with expertise in facilitating and developing comprehensive plans with inclusive community engagement to develop a new Comprehensive Plan for our community. This project supports a significant update of the city's 2012 Comprehensive Plan to include Iowa Smart Planning recommended and required elements. 2 Comprehensive Plan Consultant Selection Input from the community is critical to developing a community vision and updating the Comprehensive Plan. The firm has an excellent reputation and substantial experience. The firm also best demonstrated the ability to deliver on the complex demands and high expectations of the project. The Consultant Selection Committee notes that Teska Associates demonstrated a more diverse and creative plan for community engagement which is paramount to the development and success of the plan. The Teska team is comprised of the following firms: • Teska Associates, Inc. — will serve as team lead with a focus on overall community planning, place making and design, and community engagement. • Orion Planning + Design — will focus on sustainability and assist with community engagement. Orion is a team of specialists committed to the planning and design of unique places, livable communities, and desirable cities of lasting value. • HDR Engineering — will lend their local knowledge and multi-modal transportation planning skills to the team. HDR is an international firm with a strong Iowa and Midwest presence, with a nearby office in Cedar Rapids. • IIW P.C. — Dubuque-based IIW Engineers, Architects and Surveyors will lend their expertise in utility infrastructure planning to the team. • BDI — Business Districts, Inc. will focus on market analysis and economic development. Enclosed is the Teska Associates proposal and an example of community engagement. BUDGETIMPACT Substantial funding is needed to undertake the approved community engagement process and update the Comprehensive Plan. The FY2017 CIP number 102-2623 of $323,300 will enable the City to retain a qualified consulting team for this update. COMMUNITY BACKGROUND The City of Dubuque is located on the Mississippi River in northeastern Iowa, adjacent to Illinois and Wisconsin. As Iowa's oldest city,Dubuque is a community well known for its historic and architectural beauty. The City is approximately 30 square miles in area,with a population approaching 60,000 persons. The City's annual operating and capital budget is over$185 million and funds a full range of municipal services. The City of Dubuque is governed by an elected Mayor and City Council and managed by a City Manager. City government works in collaboration with private and non-profit sectors to promote the principles of sustainability. Dubuque's framework for sustainability is centered on economic prosperity, environmental integrity, and social/cultural vibrancy. The City's web site is www.cityofdubuque.org. SUSTAINABLE DUBUQUE Sustainability is defined by a community's ability to meet the environmental, economic, and social equity needs of today without reducing the ability of future generations to meet their needs. Sustainable Dubuque is a holistic approach to making our community sustainable. Our model involves a three-part approach that addresses:Environmental/Ecological Integrity, Economic Prosperity, Social/Cultural Vibrancy. Each of these pieces is important individually and helps contribute to a sustainable community that is viable, livable, and equitable. PROJECT SUMMARY The City of Dubuque is requesting a consultant, or team of consultants, with expertise in facilitating and developing comprehensive plans to develop a new Comprehensive Plan for Dubuque. The project is expected to begin July 1, 2016 and be completed by November 1, 2017. The maximum budget for the project is $300,000. Proposals are due by 5 p.m. on May 6, 2016. Please see the entire RFP for specific requirements. SCOPE OF SERVICES The project scope of services will consist of multiple elements,primarily related to community engagement and comprehensive plan development. Community Engagement-The Comprehensive Plan must reflect the values of the community which makes quality and diverse public participation and input essential to the process. It's important the updated Comprehensive Plan reflects a diverse and comprehensive representation of the Dubuque community. The Engagement process must have a continuous presence throughout the community and reach traditionally under-represented groups. Engagement planning is as much about learning as setting the course for public involvement. Without a complete understanding of past successes and failures as well as the needs of the community, successful outcomes are unlikely. A team of key City Staff was assembled to identify previous successes and challenges for public engagement and marketing. The team developed a vision for the community engagement process which was to create an open, inclusive, meaningful experience that engages a wide range of community members. The City team completed extensive work to better understand barriers to engagement and improve the quality and quantity of public input into the City of Dubuque Comprehensive Plan. This learning process involved reaching out to community organizations, stakeholders, neighborhood associations, students and other traditionally under-represented groups to better understand how the City can more effectively engage people in a relevant and meaningful way. Staff learned residents are disconnected from the Comprehensive Plan and process. Many indicated they did not understand what the Comprehensive Plan was or how it affects them in their everyday lives; therefore,they felt their participation was not important. They did not understand why it is important. The team also learned residents need to be"met where they are" through relevant and comfortable channels of communication and venues. A one size fits all approach will not work; rather diverse, sometimes tailored, approaches towards engagement, education and marketing will be required for a successful outcome. Community partners suggested facilitated meetings and public workshops centered on interesting activities and dialogue.They suggested creative opportunities to provide input throughout the community independent of structured and facilitated events. They recommended allowing residents the opportunity to present issues and opportunities through their experiences. Equipped with this knowledge, City Staff developed channels for public engagement and communication. The channels inform residents on the Comprehensive Plan and welcome participation. They identify desired outcomes and benefits,potential barriers to engagement and resources needed to overcome those barriers. The channels ranged from marketing opportunities, City Boards and Commissions, the City of Dubuque website, co-sponsored and sponsored events, focus groups,print media,public hearings, online engagement platforms and social media. At a minimum,these channels are an expectation of the engagement strategies. Enclosed is information completed in 2014 by the City of Dubuque regarding the channels of communication and the community engagement process. These documents did not include the use of consultants to augment the process, and therefore should be used as a starting point. MindMixer is identified as a channel for engagement, but is not required for the purposes of this planning effort. The engagement process must begin with a strong educational and marketing component in the community engagement process for the Comprehensive Plan Update. It must build and carry momentum throughout the project. Without a comprehensive, focused and closely managed public relations campaign,residents will continue to be disconnected from the process and plan. The selected consultant will be responsible for developing and implementing a robust, creative, and inclusive plan for engagement. The process, much like the Comprehensive Plan document, must be creative, interesting, meaningful and relevant to residents. The engagement plan must at a minimum involve the following: 1. Develop and implement a public relations/educational campaign at the onset of and throughout the project. The purpose of the campaign will be to inform residents of the purpose of the plan,why it is important, and how it effects them in their everyday lives. The campaign must also inform residents of the importance of participation as well as opportunities for participation throughout the duration of the project. 2. Develop and implement a plan for creative, diverse, and meaningful community engagement. The consultant will develop a schedule of events and input opportunities which at a minimum address the channels for public engagement and communication. The consultant will be responsible for designing and facilitating the events and public input instruments, facilitating the events and collecting and distilling all information for use in the plan document. Comprehensive Plan- City Staff have already undertaken substantial efforts with community stakeholders and residents in developing a general vision and outline for the Comprehensive Plan. The outline is allowed flexibility based on additional engagement; however, the framework has been established. An illustrated Storyboard for the recommended plan format is enclosed. The current Comprehensive Plan contains numerous goals and objectives. The updated Comprehensive Plan must be a more narrative, illustrated and focused document which reflects current conditions and opportunities for the city and well as values and goals looking forward. The updated Comprehensive Plan will be structured around Dubuque's three(3)pieces of the Sustainable Dubuque model, the twelve(12) sustainability principles, supporting elements of the current Comprehensive Plan, and guidance from Iowa Smart Planning legislation. The content of plan and the manner and order in which it is represented is subject to change as additional public input is received through the engagement process. Content of the Comprehensive Plan and the community engagement plan will be informed by an inventory analysis which includes community indicators and critical issues and trends. This data will be researched and compiled in a report and made available to the selected consultant. Data will inform the plan; however,the document should be highly illustrated,relatable and meaningful to residents of Dubuque. The consultant will be responsible for designing and developing an executive summary or overview of the Comprehensive Plan. The summary will be a stand-alone document which provides an overview of the plan's elements and corresponding goals/priorities, implementation strategies, and measurements for success. Letter of Transmittal Provide a letter of transmittal briefly outlining the consultant's understanding of the work and the name, address, telephone number and fax number of the consultant's primary contact person. 2. Profile of Consultant The proposal shall include general information about the consultant, the consultant's scope of expertise related to this RFP, and the consultant's official name, address, and principal officers, including qualifications of the project manager and other key personnel who would be assigned to the project. 3. Qualifications a) The proposal shall include the name of the project manager,his or her qualifications and experience, and the names, qualifications, and experience of other key personnel who would be associated with the project. The selection of a project manager by a consultant will constitute a contractual commitment by that consultant and a substitute manager will not be allowed without prior written approval by the City of Dubuque. b) Name and location of all other key personnel involved in the project if applicable; the type and approximate percentage of the work that would be performed by each of these firms; and the names, qualifications and experience of their personnel who would be associated with this project. c) The proposal must clearly describe the relevant experience of the project manager and other key personnel in undertaking and completing project relevant to this RFP. Provide a matrix matching the names of the key personnel proposed for the Dubuque project who worked on the referenced projects. d) The proposal shall include at least three references of past clients for projects relevant to this RFP. These projects must have been completed within the past ten years with the same project manager, sub-consultants and other key personnel proposed for this project. e) The proposal shall discuss the consultant's ability to integrate this project into the consultant's present workload. 4. Scope of Services/Methodology Describe the methodology or strategy by which the consultant would satisfy the Scope of Services, and/or an alternative or hybrid strategy recommended by the consultant—what process and outcomes the consultant would suggest to make the Comprehensive Plan a reality. This is the consultant's opportunity to convey ideas and concepts with respect to vision and goals outlined in the Scope of Services. This will help the selection committee better evaluate the consultant's vision, abilities, and interest with respect to the RFP. Any methodology or strategy must embrace and support the Sustainable Dubuque model and its principles. 5. Proposed Project Schedule The anticipated schedule for this project is that the City of Dubuque will execute a contract with the selected consultant by June 30, 2016 and the project will be completed by November 1, 2017. Provide a project schedule outlining the time period and estimated completion date of the proposed scope of work. This should include a schedule for and description of all deliverable products throughout the period. Products should be delivered in hardcopy and electronic formats compatible with the City's computer software and hardware. 6. Certificate of Insurance The selected firm will be required to meet the City's insurance requirements for professional services (see enclosed Insurance Schedule C). A Certificate of Insurance is optional for inclusion with the proposal. A Certificate of Insurance must be provided upon selection. 7. Fees and Compensation Provide a proposed cost plus expenses budget for completion of the scope of services with cost breakdowns by scope element. Quotation of fees and compensation shall remain firm for a period of at least 90 days from the proposal submission deadline. Please provide the proposed fees and compensation under separate cover. Initial screening will be done by a selection committee without the benefit of knowing the proposed fee for services. 8. Contract A proposed contract for services must be included in the submittal. EVALUATION CRITERIA Proposals will be screened to ensure that they meet the minimum requirements of the proposal format. A selection committee will review qualifying proposals, and may interview the short- listed firms. Initial screening will be done without knowing the consultant's proposed fee for services to develop a short list. The short list of consultants may be invited to an interview with the selection committee. If held, the interview is a very important part of the selection process. Factors to be considered by the committee may include the following: • Qualifications and experience of the firm and any sub-consultants. • Qualifications and experience of the principal consulting staff and sub-consulting staff that will work on the project. • Results of interview process. • Information from references. • Grasp of project requirements and level of interest. • Design approach/methodology in completing the scope of services, including sustainability; creativity and problem solving ability. • Proposed schedule required to complete the project. • Proposed cost to complete the project. SUBMISSION REQUIREMENTS The City of Dubuque reserves the right to reject any and all proposals and to negotiate changes with any funis. The City of Dubuque is not liable for any cost incurred by any firms prior to the execution of an agreement or contract.
