Van Milligen, City Manager Laura Carstens, Planning Services Manager Save America's Treasures Grant for the Shot Tower Restoration INTRODUCTION This memo transmits an application to the National Park Service (NPS) for a $250,000 Save America's Treasures grant for the Shot Tower restoration. DISCUSSION The City Council has budgeted $200,000 in the Vision Iowa project for restoration of the Shot Tower. With an additional $50,000 from the Riverfront Plan Implementation ClP, the City will have the $250,000 needed to match the $250,000 Save America's Treasures grant. These grants are available for preservation and conservation work on nationally significant historic structures and sites. As one of only a few shot towers in the United States, and the only one west of the Mississippi River, we believe that the Dubuque Shot Tower will compete well in this NPS program. This federal grant will enable the City to restore the Shot Tower, and to build a non- combustible stairway in the tower, leading to an observation platform at the top of the tower. These improvements will stabilize the current deterioration and enhance the tower's educational and tourism values. RECOMMENDATION I recommend that the City Council authorize the submittal of a grant application for $250,000 from the Save America's Treasures program. PROJECT SUMMARY In the space below, briefly summarize the proposed project. Discuss the national significance of the resource, its current condition, the nature of the threat, and the proposed preservation and/or conservation work. Do not attach continuation sheets. The Dubuque Shot Tower was constructed in 1856 to manufacture lead shot ammtmition. It is one of only a few remaining shot towers in the United States, and the only one west of the Mississippi Kiver. It produced lead shot for three years, and then was closed. The Standard Lumber Company used the Shot Tower as a fire watchtower from the late 1880s until the company was destroyed in the 1911 lumberyard fire. The Shot Tower stood deserted from 1911 to 1959, when the Dubuque County Historical Society initially restored the stone and brick structure. This restoration work was completed in 1961. The Dubuque Shot Tower is a unique landmark in a working riverfront environment, in close proxirniB, to rail and track traffic related to barge shipping in the adjacent warehouse and loading structures. It suffered damage fi.om the elements wkile abandoned from 1911 to 1959, due to lack of a roof and window coverings. In 2001, a structural assessment of the Shot Tower using a crane service was completed for the City of Dubuque by a local engineering firm. Several areas of damage were noted. These issues need to be treated appropriately before the damage progresses any farther. The proposed project includes stabilization of the tower structure, completion of an archeological investigation, and construction of a non-combustible interior stairway leading to an observation platform to be built at the top of the 117- foot toxver. Applications not meeting this criterion are not eligible for funding and will not receive further considera,tion. Complete either section A or section B, Rs appropriate. A. FOR HISTORIC PROPERTIES The district, site, building, structure, or object must meet at least one of the following criteria: Designation as a National Historic Landmark. Listing in the National Register of Historic Places for national significance. Please note that propedies can be listed on the National Register for their significance at the local, the state, or the national level. You should contact your State Histodc Preservation Office to confirm the level of significance for which your property is listed, if the property is listed for local or state significance, please go to item "d" below. Determined eligible for listing in the National Register of Histodc Places for its national significance by the Keeper of the National Register. Documentation of this determination by the Keeper must be attached to the application. If funded, the grantee must submit a National Register nomination to the State Historic Preservation Office within 12 months. Nomination preparation costs may be included in the section 9 of the project budget. Evaluated as being eligible for listing in the National Register of Historic Places for national significance by the State Historic Preservation Office. A letter from the State Historic Preservation Office cleady stating that the building has been evaluated and determined eligible for its national significance must be attached to this application. Letters sent separately will not be considered part of the application. If funded, the grantee must submit a National Register nomination, or an amended nomination supporting the national significance if the property is currently listed for its state or local significance, to the State Historic Preservation Office within 12 months. FY 2002 Federal Save America's Treasures Grants - Application Page 4 of 7 8. PROJECT DESCRIPTION A. WHAT IS THE THREAT TO THE HISTORIC PROPERTY OR COLLECTION? In the space below, briefly describe the source and effect(s) of the threat, danger or damage to the historic property or collection. The restoration work that was done in 1961 included installation of a concrete encasement around the base, presumably to protect the Shot Tower from the nearby rail activity. A hatch was cut in the precast concrete roof and a lightning protection system was installed. A silicone sealant was applied after the entire tower was tuckpointed. Cast- in-place concrete windowsills and the precast concrete roof pre-date th/s work, probably as post -WWII additions. The 2001 stmcturai assessment of the Shot Tower noted the most significant items of distress in the basic building materials included vertical cracks in the brick below window openings at isolated locations and several vertical cracks and surface erosion of various limestone lintels. The original soft lime mortar was extensively exposed and the harder, more brittle, pointing mortar that was presumably applied in 1961 was quite thin and ah-eady broken off in most areas. Significant areas were observed where the original mortar had eroded from behind the pointing mortar, leaving a thin shell of pointing mortar suspended in front of the wall surface. It does not appear that the originai mortar was ground out before applying the pointing mortar. Consequently very little surface contact between the masonry' units and the pointing mortar was provided. The tower also has suffered damaged from bird, with a significant accumulation of bird droppings found in the interior space, and a number of nest holes bored into the masonry. B. WHAT WORK WILL BE SUPPORTED BY THIS GRANT? In the space below, bdefiy describe the key project work elements to be supported by this grant and the required non-Federal matching share. Descdbe how the work will significantly diminish or eliminate the threat, danger or damage described above. On a separate sheet, provide a timeline for project completion, including each major activity with a schedule for its completion and its cost. WHAT IS THE EDUCATIONAL VALUE OF THIS PROJECT? In the space below, bdefly descdbe the educational, interpretive and/or training value of this project to the American people. Is this a new activity or continuation of an ongoing program? The Dubuque Shot Tower has a very interesting physical and financial history that has the potential to be one of the highlights of the City's riverfront redevelopment experience. Installing a non-combustible stairway leading to an observation platform at the top of the Tower affords an opportunity to interpret not only the Tower, but also the rich history of the Mississippi River and the City of Dubuque.
