Resiliency Program.

INTRODUCTION
The purpose of this memorandum is to inform the City Manager and receive his
approval for the submission of an application for funding from the Iowa Cancer
Consortium and to execute a contract for a grant award
BACKGROUND
The Health Services Department has been involved in Radon outreach and education
for many years. First in 1992, a radon testing survey was conducted to determine the
local radon problem. That survey revealed that out of the 124 homes tested, 61% of
homes were above the EPA action level. Since then, the City has been a member of
the Iowa Radon Coalition and the Iowa Indoor Air Coalition and has continued to
provide radon outreach and education, (often dependent on grant funding.) The entire
state of Iowa is designated by the U.S. EPA as a Zone 1 area, which means that at
least 50% of the homes are above the U.S. EPA's recommended action level. Dubuque
is no exception to this indoor air quality issue.
In November 2015, the Lead & Healthy Homes Program received $3.2 million in
Housing and Urban Development (HUD) funding to address lead hazards and minor
home health and safety deficiencies in 129 units over 36 months. This funding provides
$325,000 for health and safety deficiencies in all 129 units over the three-year period.
This averages to $2,500 per unit. With this average amount only limited healthy homes
remediation can be completed in a unit.
DISCUSSION
Additional funding is continually being sought to compliment the HUD funding for
Healthy Homes and other Housing and Community Development Department
programs. The Iowa Cancer Consortium issued FY17 Invitation for Proposals to
address objectives identified within the Iowa Cancer Plan, including Radon. An
application requesting $9,200 in grant funding for the purchase of 500 short-term Radon
kits and educational materials was submitted on May 13, 2016. The funding will provide
Radon test kits for Healthy Homes inspections, along with educational materials.
The City of Dubuque's request specifically met the conditions to address the Iowa
Cancer Plan strategy and/or action steps. The specific strategy identified with our grant
request was the identification of deadly Radon gas for prevention of lung cancer. Our
request was approved and the City was awarded $6,325 in grant fund dollars. The
reduced award was due to the availability of Radon test kits at a lower cost than was
budgeted.
BUDGETIMPACT
The FY 17 budget did not anticipate these funds, nor budget for this Radon activity.
RECOMMENDATION
It is recommended the City Manager sign the attached agreement with the Iowa Cancer
Consortium to purchase short term Radon kits to be used to compliment funds of the
Lead & Healthy Homes Program, Rehabilitation Program, and the National Disaster
Resiliency Program.
CITY COUNCIL ACTION
Authorize the city manager to sign the attached agreement.

On behalf of the Board of Directors of the Iowa Cancer Consortium it gives us great pleasure to
inform you that the CCC Implementation Proposal - City of Dubuque's Raid on Radon was approved
for fundingfor FY2017. The total amount of fundingallocated for your project will be $6,3250. and
the term will be July 1, 2016-June 1, 2017. Your budget has been adjusted to reflect the cost of
test kits purchased in bulk from AirChek.
We have included a financial responsibility contract for your signature. Prior to receipt of your
funding,a fiscal agent must be appointed and a financial contract must be signed. If you do not
have a designated fiscal agent,the ICC can act as your fiscal agent for the project period. Once the
financial responsibility contract has been received,a subcontract outlining your project period with
deliverables will be emailed to you. Once this is signed half of the funds will be released to the fiscal
agent. The mid-year report must be received by December 16, 2016 in order for the second
payment of the award to be released. Please note that 5%of your funding will be held until receipt
of the final report.

receive approval for producing materials via an e-mail from ICC staff. Please forward review
requests to Sittig@Cancerlowa.orE.
• Once approved, all materials mustcontain the following statement 'This program is made
possible by the Iowa Cancer Consortium'. When appropriate and space permits, the ICC logo
