Through the informal bid process for public improvements, the FY15 Carter Road
Detention Basin Manhole Repair Project was awarded on April 9, 2015, to McDermott
Excavating, in the amount of $28,490.
Additional entire manhole replacement was provided instead of modifications to the
manhole was added to the project, bringing the total construction cost to $37,607.70.
City Engineer Gus Psihoyos recommends that the award and completion of the FY15
Carter Road Detention Basin Manhole Repair Project be officially recorded in the
minutes of the City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is officially record in the minutes of the City Council
the award and completion of the FY15 Carter Road Detention Basin Manhole Repair
Project.
BACKGROUND
The project provided for the replacement of two (2) manholes and the repair of three (3)
manholes and also installing eight (8) chimney seals in and around the Carter Road
Detention Basin.
DISCUSSION
On April 9, 2015 informal bids for the FY15 Carter Road Detention Basin Manhole
Repair Project were received in the amounts of:
McDermott Excavating $28,490.00
Top Grade Excavating, Inc. $29,710.00
Based on Iowa Code § 384.103 and § 364.12(3)(1), and Iowa Code, Section 26.14,
through the informal bid process for public improvements, this project was awarded on
April 9, 2015 to McDermott Excavating of Dubuque, IA, in the amount of $28,490.00.
