City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the Lake Eleanor Lift Station Project, as completed by Horsfield Construction, Inc., in
the final contract amount of$452,219.97, which is a 13.1% increase over the original
contract amount of$399,881.75. This increase is primarily due to additional water main
material needed for connecting the Twin Ridge water system to the City water system.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
Lake Eleanor Road Lift station and water main extension.
DISCUSSION
The City entered into a pre-annexation agreement, with Truck County, August 2, 2013.
The agreement contained terms that the City and Truck Country would share in the cost
of providing a temporary sanitary connection. The engineering department worked with
Truck Country and adjacent property owners to achieve the best possible solution to
serve not only Truck Country but the surrounding area as well.
The City retained the services of WHKS and Co. to provide design services for a
sanitary sewer lift station located along Lake Eleanor Road, on a permanent easement
provided by Truck Country. Truck Country also constructed an 8" sanitary sewer that
extended, from the lift station, to the northern terminus of their property. This sewer will
allow for future sanitary sewer service to the properties along the East side of Key West
Drive.
WHKS was also retained to design a water main extension along Lake Eleanor Road to
provide water service for the new Truck Country building at the south end of their
property.
The sanitary sewer now extends from the technology park, along Digital Drive and cross
highway 151/61 near the intersection with Lake Eleanor Road. The water main extends
from the intersection of 151/61 and Lake Eleanor Road. These extensions of sewer and
water services will fulfill the terms of the pre-annexation agreement with Truck Country
and provide for City services to the surrounding area in the future. (Exhibit 1 — Lake

The Lake Eleanor Road Lift station and water main extension project was completed by
Horsfield Construction, Inc. of Epworth, Iowa, in the final contract amount of
$452,219.97, which is a 13.1% increase over the original contract of$399,881.75. This
increase is primarily due to additional water main material needed for connecting the
Twin Ridge water system to the City water system.
RECOMMENDATION
I recommend that the City Council accept the improvements and establish the final
contract of the Lake Eleanor Road Lift Station and Water Main Extension Project.

improvements, and establishing the final contract amount of$452,219.97, and for the
payment of the contract amount to Horsfield Construction, Inc. for the Lake Eleanor
Road Lift station and water main extension Project.

RESOLUTION NO. 255-16
ACCEPTING THE LAKE ELEANOR LIFT STATION AND WATER MAIN EXTENSION
PROJECT AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO
THE CONTRACTOR
Whereas, the Public Improvement Contract for the Lake Eleanor Lift Station Water
Main Extension Project (the Project) has been completed and the City Engineer has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Engineer
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project is
hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from the
Lake Eleanor Lift Station and Main Extension Annexation Relocation fund for the
contract amount of $452,219.97 Tess any retained percentage provided for therein as
provided in Iowa Code chapter 573, and to pay such retainage only in accordance with
the provisions of Iowa Code chapter 573.

The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the Lake Eleanor Lift Station Water Main Extension Project, that the
Project has been performed in compliance with the terms of the Public Improvement
Contract, and that the total cost of the completed work is $508,513.02,
