Parking Division Manager Tim Horsfield is recommending acceptance of the
construction contract for the Dubuque Intermodal Transportation Center, as completed
by Conlon Construction, in the final contract amount of$13,218,529.89, which includes
$368,529.89 in approved change orders.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Subject: Dubuque Intermodal Transportation Center— Final Acceptance
Backaround
The City of Dubuque was awarded an $8,000,000 State of Good Repair (SGR) grant to be
used for an Intermodal Center adjacent to the Historic Millwork District. The Intermodal
Center has three components; parking, terminal and bus storage. The parking and the
terminal are the main priorities for the grant funds with any remaining funds for the bus
storage facility. Based on the parking needs for the Historic Millwork District and the terminal
portion of the Intermodal facility the City had planned to utilize 75% of the $8,000,000 SGR
funding for the Intermodal Center and shift the remaining funds to the Bus Storage and
Maintenance Facility (BSMF), which is the second phase of the project.
The Intermodal Center was designed to improve access to transportation services in and
around the City of Dubuque, as it will provide a center at which all modes of transportation
will be accessed including: pedestrian, bicycle, Park-n-Ride, intercity buses (Burlington-
Trailways and Lamers), taxis, hotel shuttles, and area public transit service (The Jule and the
Regional Transit Authority or "RTA"). The parking ramp component, 3 levels - 92 transit
dependent and 200 non-transit dependent spaces, will provide parking for users of public
transit, staff based in the intermodal center and the general public. The facility will also
provide bicycle storage to support commuter travel or recreational use. The approved
feasibility study by Federal Transit Authority (FTA) accommodates all improvements listed
above with the City contributing $ 7,142,896.67 in local funds and FTA State of Good Repair
Grant contributing $6,075,633.22 million to complete the project. There is also an IDOT
Intercity Bus Grant in the amount of $199,916 for the project.
Discussion
Following the site selection process, architectural firm Neumann Monson from Iowa City/Des
Moines was awarded the design of the intermodal facility.

The design of the facility was reviewed by the Federal Transportation Administration, State
Historic Preservation Officials, and local review boards and met approval from all of the
reviewing bodies. We have also been through sessions of value engineering in which some
non-architectural components of the facility have be adjusted or eliminated in order to work
within budget guidelines without compromising the efficiency or operability of the facility. The
value engineering is also a required process by FTA.
Phase III of this project will be the construction of the Bus Storage and Maintenance Facility.
This project is not schedule to begin design until all budgetary items are established on the
intermodal project.

RESOLUTION NO. 260-16
ACCEPTING THE DUBUQUE INTERMODAL TRANSPORTATION CENTER AND
AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO CONLON
CONSTRUCTION CO.
Whereas, the Public Improvement Contract for the Dubuque Intermodal
Transportation Center (the Project) has been completed and the Project has been
completed according to the terms of the Public Improvement Contract and that the
Architect and Engineer recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation is approved and the Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to Conlon Construction
Co. from the Federal Transportation Grant # IA -04-0124, and Capital Improvement
Project # 600-1416 appropriation for the contract amount of $13,218,529.89 less any
retained percentage provided for therein as provided in Iowa Code chapter 573, and to
pay such retainage only in accordance with the provisions of Iowa Code chapter 573.
