6 30 08 City Council Proceedings Official CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS OFFICIAL The Dubuque City Council met in Special Session at 4:45 P.M. on June 30, 2008, In City Hall, Conference Room B Present; Mayor Buol, Council Members, Braig, Connors, Jones, Lynch, Resnick, Voetberg, City Manager Van Milligen, City Attorney Lindahl Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of discussing an appeal related to the Bluff Overlay District and to conduct a closed session in accordance with Chapter 21.5 (1)(i) of the Code of Iowa. Bluff Overlay District: Communication from Jim Urell, Habitat for Humanity, appealing the denial of a building permit for a Habitat project at 1528 Southern Avenue, which is included in the Bluff Overlay District Moratorium. Motion by Jones to receive and file the documents and approve the issuance of a building permit to allow construction of the Habitat for Humanity home at 1528 Southern Avenue. Seconded by Braig. Motion carried 7-0. Upon motion Council went into Closed Session in accordance with Ch. 21.5 1(i) 2007 Code of Iowa, to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and or irreparable injury to that individual’s reputation and that individual has requested a Closed Session. City Manager Van Milligen left the Closed Session at 5:25 p.m. Council reconvened in Regular Session at 5:42 p.m., indicating the evaluation had been completed.
