INTRODUCTION
The purpose of this memorandum is to notify Council of the City's application to the
Environmental Protection Agency (EPA) for Cleanup financial assistance in the amount
of $200,000 for the proposed remediation of contamination at 501 East 15th Street.
BACKGROUND
The EPA has several Brownfields grant programs, two of which the City is already
administering. We currently have a $400,000 Brownfields Assessment Grant, which is
focusing on identifying possible environmental concerns in the Washington
Neighborhood, Historic Millwork District, and South Port areas in order to foster
redevelopment of blighted or underperforming properties. We are also in the midst of a
$200,000 Brownfields Area Wide Planning Grant which focuses solely on the South Port
area.
DISCUSSION
In discussions with Assistant City Manager, Teri Goodmann, in the fall of 2015, as well
as with the Engineering Department, Economic Development staff determined that an
application to the EPA for an additional Brownfields grant— a Cleanup Grant—would be
an appropriate funding source for remediation of the former Blum site at 501 E. 15th
Street, which had been identified for the creation of a pocket park in the Washington
Neighborhood.
This property is a former scrap yard and recycling facility; and under the Brownfields
Assessment grant, it was determined that the property contained high levels of lead,
arsenic and other pollutants in the soil. The EPA Brownfields Cleanup grant would
assist in the costs necessary to mitigate the effects of contaminated soil, whether
through a removal plan or an on-site containment plan.
City Staff gave public notice of a public input session which was held on December 15,
2015. Staff then submitted the grant application later in December 2015, along with
letters of support from nearly 20 neighborhood, local and regional partners and
stakeholders.
In late May 2016, the City of Dubuque received a confirmation letter from the EPA that
the City has been selected to begin negotiations for the award of a cooperative
agreement for the Cleanup Grant. We are currently awaiting follow up documentation,
including the agreement.
