Discussion Marty Johnson, Straka Johnson Architects, representing the applicant, stated he has been assisting Stonehill Community Center in developing a master plan for the campus, and a secondary access was determined to be necessary in case Windsor Avenue was closed for whatever reason. Gretchen Brown, President and CEO of Stonehill Community Center, reviewed the number of employees and visitors that access the campus on a daily basis. Staff reviewed the staff report, noting the new parcel would be incorporated into the existing ID District. Staff noted that if the amendment is approved, a detailed site plan will be reviewed and approved by City staff prior to construction. There were no public comments. The Zoning Advisory Commission discussed the request, noting a secondary access is important for a campus of this size, and the subject parcel to be rezoned is ideally located to provide a secondary access. The Commission found the request to be appropriate. Recommendation By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. The property was annexed to the city in 1979. Physical Characteristics: The subject property is a 27,960 square foot pie shaped lot with 260 feet of frontage along Sheridan Road. The property slopes with approximately 16 feet of grade change from the low point along Sheridan Road to the high point along the rear property line. There is currently a single 98 foot wide driveway access from the 2,400 square foot ranch home to Sheridan Road. There is no curb and gutter or sidewalks along Sheridan Road. Concurrence with Comprehensive Plan: The Comprehensive Plan promotes a compatible mix of land uses and encourages buffering and protecting incompatible uses from each other. The 2030 Land Use plan recommends that this area be single-family residential. Impact of Request on: Utilities: As the intent is to extend a secondary drive way access to the campus and expand the surface parking area the request should have little effect on utilities. Traffic Patterns/Counts: The addition of surface parking and a secondary access will not increase the overall traffic volume for the facility. The secondary access will redirect some of the traffic generated by the facility from Windsor Avenue to Sheridan Road. Public Services: Existing public services are adequate to serve the site. Environment: Staff does not anticipate any adverse impact to the environment provided adequate erosion control and storm water control is provided during all phases of development, Rezoning Staff Report—3160 Sheridan Road Page 2 Adjacent Properties: The proposed driveway access will facilitate traffic circulation from Sheridan Road to the facility and will be adjacent to residential properties at 3178 and 3180 Sheridan Road. However, the driveway access will be in excess of 200 feet from these residences and should have little impact on them. The other adjacent residential properties are oriented toward Hogrefe Street and Getty Terrace and are located well away from the proposed access. CIP Investments: None proposed. Staff Analysis: The request is to expand the Padre Pio Health Care Center ID Institutional District to incorporate an approximately 28,000 square foot residential lot with frontage along Sheridan Road into the southwest side of the campus. The applicant notes that their intent is to provide a secondary access and to expand the surface parking area enabling them to segregate public, staff and service traffic. The applicant indicates that the plan is to add 23 surface parking spaces to the south side of the existing parking lot. Currently the facility had a primary access to Windsor Avenue and a shared access with Alverno Apartments/Assissi Village also to Windsor Avenue. The proposal should not increase overall traffic to and from the facility; but, reroute some of the vehicles from Windsor Avenue to Sheridan Road. The proposed driveway access should have little impact on the adjacent residential properties due to their orientation and distance from the proposed drive. Redevelopment of the subject lot will eliminate a non-compliant 98 foot wide driveway access that serves the existing single-family residence. The drive access will be somewhat steep with a maximum 10% grade and will connect to Sheridan Road which is also sloped and has no curb and gutter or sidewalks. The City's Engineering Department will have to review the proposed access in light of SUDAS requirements for traffic safety. Planning staff recommends the Commission review the criteria established in Section 5-22.4(D) of the Unified Development Code regarding reclassification of property.
