Ms. Teri Goodmann
Assistant City Manager
City of Dubuque
50 West 13th Street
Second Floor
Dubuque, Iowa 52001
Dear Ms. Goodmann:
I am pleased to invite you to serve as a member of the U.S. Environmental Protection Agency's Local
Government Advisory Committee for a term beginning July 15, 2016, and ending July 16, 2018. As a
representative member, you would represent city-appointed officials.
The committee provides advice and recommendations to the EPA Administrator to assist in developing a
stronger partnership with local governments to deliver environmental services and programs.
The committee is chartered under the Federal Advisory Committee Act, which regulates and governs its
operation, including public participation and access to documents. Enclosed for your reference are
copies of the committee's current charter and FA CA Essentials at EPA. Although we are unable to offer
compensation or an honorarium for your services, you may receive travel and per diem allowances,
according to applicable federal travel regulations.
Your experience and perspective are particularly valuable to the EPA as we explore the ways in which
national policy might affect state and local government. Please note that this appointment is based on
your elected or appointed status. If your status changes, we request that you notify us immediately so we
can evaluate your continued eligibility to serve on the committee.
To accept this appointment, please return the enclosed membership acceptance form using the
preaddressed envelope provided. Should you have questions or require additional information, please
contact Frances Eargle, the committee's designated federal officer, at(202) 564-3115 or
eargle.frmces@epa.gov.
Local governments and the EPA would benefit considerably from your participation on the committee,
and I hope you will choose to serve.
Sincerely,
Gina McCarthy
