Communications-Engagement Plan outlines such a process.
The draft Communications-Engagement Plan for the 2017 City of Dubuque
Comprehensive Plan was developed by Teska and Associates, with the input of City
staff. Teska and Associates is the selected consultant to develop a new
Comprehensive Plan for Dubuque.
Planning Services Manager Laura Carstens recommends City Council approval of the
Communications-Engagement Plan for the 2017 City of Dubuque Comprehensive Plan.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum transmits the draft Communications-Engagement Plan for the 2017 City of
Dubuque Comprehensive Plan for consideration and approval by the City Council. The draft
plan was developed by Teska and Associates with the input of City staff. Teska and Associates
is the selected consultant to develop a new Comprehensive Plan for Dubuque.
DISCUSSION
The enclosed Communications-Engagement Plan outlines steps to be taken by the consultant
team and City staff to create the 2017 Dubuque Comprehensive Plan with input from diverse
community members with an innovative and inclusive Community Engagement Process that
reaches out to a broad audience through a variety of ways and means.
The draft plan provides a framework for outreach components that will ensure collaboration and
shared knowledge. The plan describes approaches to public engagement that are divided into
three Communication categories: Tools, Events and Partners. The plan provides a summary of
each component and current status of how it is being applied. The components are listed below.

2017 Comprehensive Plan: Draft Communications-Engagement Plan
Below is a summary highlighting key points for each of the three Communications categories.
Communication Tools:
Sound, open, and ongoing public engagement is essential for the plan to reflect local needs and
aspirations. The public engagement program considers that people have different preferences
for sharing concerns and ideas. It includes both traditional input methods and 21st century
techniques, from newsletter articles and posters, to an idea chalkboard and take away kits, to a
Comprehensive Plan website and mobile app. The variety of methods are intended to cater to
engaging diverse segments of the community, such as: local residents, neighborhoods,
commercial property owners, business owners, stakeholders and cultural groups.
Communication Events:
Communication events are planned with interviews, community input sessions, workshops,
presence at community events, and group outreach. In addition, the plan describes a multiple
feedback loop for the consultants with the City Planning staff, Technical Team, Leadership
Team, Long Range Planning Advisory Commission, and Working Groups. These teams/groups
will form the core of plan review and information sharing for the Comprehensive Plan. Their
composition and roles are described in the plan.
Four quarterly update meetings to "check in" with the City Council and the Long Range Planning
Advisory Commission are planned over the course of the project. The purpose of the meetings
is to update the Council and Commission as to progress on the project and secure their
perspectives on the work completed and the work to come. Tentatively, these sessions are
slated for November 2016, February 2017, April 2017, and July 2017.
Communication Partners:
Inclusive Dubuque, Greater Dubuque Development Corporation (GDDC), Chamber of
Commerce, Convention and Visitors Bureau, Labor Management Council and Dubuque Main
Street are organizations that offer an opportunity to help raise awareness and direct people to
information about the Plan and opportunities to participate. Partnerships with schools, colleges,
and universities will extend outreach to residents of diverse ages and cultural groups.
Throughout the planning process, the consultants and City staff will monitor the effectiveness of
the Communications-Engagement Plan. Adjustments will be made and new methods will be
tested to ensure that the community engagement process is meeting our community's needs.
RECOMMENDATION
Creation of the 2017 City of Dubuque Comprehensive Plan with input from diverse community
members requires an innovative and inclusive Community Engagement Process that reaches
out to a broad audience through a variety of ways. The draft Communications-Engagement Plan
outlines such a process.
I recommend that the City Council approve the enclosed Communications-Engagement Plan for
the 2017 City of Dubuque Comprehensive Plan.

together to build on past plans, generate new ideas and create a shared vision and voice for the City of
Dubuque. This will ensure public concerns and aspirations are consistently understood and considered
throughout the planning process.

website/app) and in-person tools (participation at local events, graphic facilitation at meetings, pop-up
shops)that provide the foundation fortotal engagement.
Finally,the keyto successful public engagement is to get as many people as possible involved in spreading
theword aboutthe plan.The consultant certainly facilitates this process, butthe Citywill make it succeed.
The tools described below are not just intended to provide contact with a single person, but to create a
process in which residents spread the word about the plan—this is especiallytrue of those serving on the

people consistently interacting and engaging with each other and the project team throughout the
process, rather than contributing once and moving on.
The sections that follow describe approaches to public engagement that will be used in Dubuque's
Comprehensive Plan. Each technique is summarized and the current status of how it is being applied is
noted.As we are early in the process a limited number of them have been initiated. Engagement elements
are divided into three Communication categories:Tools, Events and Partners.
Communication Tools
Project Branding: There is value to having an established appearance to project materials. Just as
companies brand products, having a common appearance, logo, color scheme and name on plan related
materials will key people's eye to the fact that they are reading or looking over materials related to the
"Imagine Dubuque" Comprehensive Plan.
Status: "Imagine Dubuque" has been chosen as the desired name of the project. The additional
elements will be established as the website is finalized and initial project memoranda are prepared.
The consultant will coordinate with City staff in designing branding elements.
Website:The project website is compatible on desktop,tablet and mobile devices. It will serve multiple
functions in planning efforts:
o Source for information
o Opportunity to comment and upload photos with captions/ideas
o Ongoing storehouse of product
o Interactive interface embedded with quick polls and feedback tools
o Follow feature - Receive updates via email
o Host the project video
o Links to background information on the existing City website
This becomes not only an effective tool for communicating with residents, businesses, neighborhood
organizations and other local groups but a way to present an open process that encourages ongoing
participation by the community. To ensure project momentum and transparency, a draft of news posts
and meeting content will be drafted and sent to point person David Johnson in advance of going live on
the web. If David is not available, copy will be forwarded to Ose Akinlotan for approval. Following review
and approval (desired turn-around within 24-hours),the items will be posted for public viewing.
Status:A draft website is underway. It presents a focused design to encourage use and has pages that
include: 1) About the Plan —describing the overall process, 2) Idea Zone — to encourage people to
share comments and ideas, 3) Calendar—to let people know of upcoming meetings and public input
events, 4) Documents — share work completed on the plan as well as a comprehensive list of past
plans and City efforts, 5) News— posts and updates about the plan that will be continually added to
throughout the process (website followers receive news posts direct to their email), 6) FAQ—A list of
questions and answers that will be addressed throughout the process, i.e. "What is a Comprehensive
Plan?" Why is Dubuque doing one?" "Why should I care?" "How can I get involved and share
feedback?" 7) Gallery—to present pictures taken by the consultant team and others (via the share
photo feature) that provide a visual tour of the City, and 8) Contact — an opportunity to submit

comments,concerns and questions related to the plan; 9) host the project video; and 10) links to any
appropriate City webpages or partner webpages for relevant and related background.
App: A mobile app will be developed that pairs with the website and branding materials. The app will be
titled"Imagine Dubuque'and will mimic the same functionality as the website. The ultimate benefit here,
is that materials are easier to access, i.e. only "a-click away". Furthermore, the ability to send push
notifications via the app is a great way to keep people engaged, maintain project momentum and
awareness of upcoming meetings, events, quick poll results and project reminders.
Status: The app will be developed following review and approval of the website and branding
components. Once submitted to Android and Apple, the app typically takes approximately 3-
weeks to go live. Goal is to have this live by the August 201' Farmers Market kick-off event.
Video: A projectvideo will be created early in the process to build excitement and interest in the Imagine
Dubuque process and plan.
Status: Not started – need to refine approach with Technical Team. Examples sent. Should be
completed by end of September for use in promoting first public workshop.
Public Comment Wall:The Comment Wall or Idea Chalkboard will be placed at a key location selected
by the City to provide a location for people to participate and share ideas relative to Dubuque's future.
The board (inspired by the work of artist and urbanist Candy Chang)facilitates concise and free form ideas.
The consultant will work with the City to design and construct the wall. The City will install, monitor and
maintain the wall.The Consultant will work with the City to develop the key question to trigger comments,
such as: "Dubuque's future will be brighter if..."etc. At the end of each day, photos would be taken by the
City to document responses and the wall erased. Photos would be sent to Teska at the end of each week
for summarizing,following which an update of responses will be posted to the website every two weeks.
Status: Not started–need to refine approach with Technical Team.
DIY/Take Away Kits–The consultant will develop self-guided workshop kits. The consultants will work
with City Staff on the kit design and contents. Kits will be made available at public buildings and
community events.
Status: Not started–need to develop content with Technical Team.
QR Code: A OR code(abbreviated from Quick Response code and example shown here),which serves as
a mobile-friendly scanned link to the project website, will be created and included on appropriate
materials as a way of encouraging and facilitating a connection to the planning effort. ❑0 _.r
Residents would access the mobile version of the project web site by using their phone or yyyi5 ti;.
tablet to scan the image with an application on their device. The code can be included on
many of the public materials described here, including project cards and print materials to V—N
direct users to the website.
Status:The OR code will be set up to link to ImagineDubuque.org or ImagineDubuque.com.

Project Cards: These double-sided 3"x3" cards, printed on heavy card stock, advertise the project, the
website and ways to get involved. The cards are distributed at plan events, public buildings, and local
businesses / coffee houses (with the owner's permission). Card components include the project logo,
tagline, information, URL and OR code. The consultant will prepare an initial set of cards and provide art
work so that the City can replenish and distribute as needed.
Status: Need clarification on the number of cards (initial run of 2,000?) and who will be responsible
for printing.The cards will be prepared once the necessary content and branding is finalized.
11" x 17" Posters: As with the project cards, posters are intended to advertise the plan. Printable PDFs
of posters advertising the public workshops and plan related community events (to be determined) will
be provided to the City in advance of those events. The City would provide support in distributing and
posting the posters as appropriate. Artwork for the posters can be used as displays in City information
kiosks and at select locations, library, City Hall,etc. to build awareness.
Status: Posters will be prepared as relevant information is available and plan events are scheduled.
Need clarification on the number of posters and who will be responsible for printing.
Poster Boards: Light weight, transportable display boards approximately 3' x 4' in size will include
summary information about the plan purpose and how to get involved.These would be available for City
officials, staff, and the consultant to display at community events they attend in order to promote the
plan and participation in the process. The boards also could be placed around the downtown to provide
general information about the plan (typically inside stores with owner's permission).
Status: Boards not yet designed and display locations to be determined.
Newsletter Articles:Articles will be drafted to be included in City News utility bill newsletters that occur
over the course of the planning process.The articles will highlight recent activities related to the plan and
events for the upcoming season. The consultant and City staff will work together in drafting the articles.
As determined to be useful, plan updates can be prepared for email blasts via e-newsletters.
Status: First article to be prepared for fall 2016 to announce the plan, purpose, website and app.
Work with Local / Social Media: The consultant will work with local and social media to spread the
word about Imagine Dubuque and upcoming plan events. This may include providing news releases and
information; and working with media staff, the Community Engagement Coordinator, and Public
Information Officer as appropriate and when directed by the City. Consultant will provide updates to City
staff to distribute news releases to media and for posting to social media avenues.
Status: Not yet initiated.
Talking Points: A wide range of elected officials and committee members will be expected to help keep
the community informed about the plan and plan process. To facilitate that support and advance a
consistent message about the plan, the consultant will work with staff to prepare website posts and
updates that those participating in the plan can share with their neighbors.

Status: First set of talking points will be a summary of the plan objectives and process. Has not yet
been prepared.
Communication Events
Multiple Feedback Loop
City Planning Staff, Technical Team, Leadership Team, Long Range Planning Advisory Commission and
Working Groups with Consultant Team: These teams/groups will form the core of plan review and
information sharing for the Imagine Dubuque Comprehensive Plan. In addition to their roles as described
here, the members will be counted on to support communication about the plan to the City and their
constituents. The groups will be made up of officials and residents to be selected by the City.The groups
will reflect the City demographics and varied perspectives, and include those with the insights and
expertise to best evaluate the plan and its elements.
Consultant Team-Mike Hoffman will be the key point of contact for all consultant team communications.
City staff can contact other team members directly as appropriate (i.e., Erin Cigliano for web site/app,
etc., Bridget Lane from BDI for market/economics,etc.) with copy to Mike Hoffmann on any e-mails.
City Planning Staff — We anticipate weekly calls and/or emails with City Planning staff to ensure
coordination and focus with keeping the plan on track. Teska's key point of contact will be Dave Johnson
for all communications. If Dave is not available, copy will be forwarded to Ose Akinlotan to handle. If we
have a need to contact any other staff members directly, Dave and Ose will be copied on the e-mail.
Technical Team — We anticipate monthly meetings during plan development with the Technical Team.
After an initial in-person meeting, most of these meetings will be done by video conference unless they
can be scheduled with another visit. The Technical Team will serve as the primary point of plan
deliberation and discussion as the consultant team presents findings and formulates recommendations.
They will review the plan and make a recommendation to the Long Range Planning Advisory Commission
regarding the preliminary and final documents. The Technical Team will meet monthly at a regularly
scheduled day and time (TBD — but best in the second week of the month to allow discussion and
modifications before sending draft materials to the Long Range Planning Advisory Commission).The intent
will be to review and refine consultant findings and provide direction on further analysis.
Leadership Team —The Leadership Team will be invaluable in providing City input into developing the
Dubuque Comprehensive Plan and providing coordination between City departments. We anticipate
meetings with the Leadership Team approximately every other month during plan development. These
meetings will be done in Dubuque.Summaries of the meetings can be posted on the project website. The
first Leadership Team meeting will be September 201h,8 am.
Long Range Planning Advisory Commission—The Commission will play a key role in providing feedback
through meetings that offer both forums for fresh ideas and review of draft documents. We anticipate
meeting approximately every three months during plan development. First meeting is set for August 17"',
5:30 pm.
Working Groups will augment the insights provided to the planning process and broaden the perspectives
heard by and at the other team meetings. The groups will draw on the depth of expertise in the City on
topics related to the plan. One Working Group will be established for each of the following seven (7)STAR

Goal Areas: 1) Built Environment, 2) Climate and Energy, 3) Economy and Jobs, 4) Education, Arts, and
Community, 5) Equity and Empowerment, 6) Health and Safety,and 7) Natural Systems.
Members of all Working Groups will be asked to attend the first workshop in order to learn about project
objectives and so that all committee members are working from a common understanding of the process.
The input format for each Working Group will be a single 90-minute session. At the Working Group
meeting, the participants will be asked to discuss questions relevant to the topic. The insights and ideas
of the Working Groups will be directly incorporated into the process and Technical Team deliberations.
Working Groups can range in size, but should be kept to not more than about ten people in order to
optimize participation by all members. We will need to be flexible with this number (within reason) in
order to accommodate interested groups. Existing Inclusive Dubuque working groups can serve as the
core membership of each Comprehensive Plan working group, with supplemental members added as
needed to maximize input and participation. Members of Teska and relevant City Staff will be assigned as
liaisons.
The Multi-Team/Working Group approach outlined here is designed to maximize input and deliberation
by the community, while maintaining project momentum and advancing toward completion within the
established time frame. It also seeks to focus the time commitment asked of City residents. Working
Group participants wishing to take a more active role are certainly welcome to become involved through
the many and varied plan participation opportunities.
Status: Schedule of meeting topics and teams is being developed—see chart.
Kick-Off Meeting: A workshop will be held with City Department Heads and other key staff. This
meeting,to be held early in the plan process,will seek input from departments regarding their experience
with the current or pending projects,strengths,weaknesses, needs,etc.The purpose of this meeting is to
identify issues and opportunities from the City's perspective.
Status: Meeting took place with City Staff on June 301h, 2016.
Interviews/Dialog: Members of the community with interest in and knowledge about the City will be
interviewed in small groups or one-on-one to secure their insights and ideas for the area. These groups
will include: 1) residents and neighborhood groups, 2) business owners, 3) property owners/ realtors/
developers, and 4) other taxing jurisdictions. These meetings, conducted early in the process, provide
insight and understanding of varying aspects of the City and its internal workings. Staff and the consultant
will work together to identify those to be interviewed and schedule the meetings.
Status: August 18"'and 191' Reserved for interviews.
Boards/Commission Workshop(s): Engagement workshop(s) with representatives from City
boards and commissions designed to inform and engage representatives on the Comprehensive Plan.
Meetings not yet scheduled.

City Council/Planning Commission Updates: Four meetings to "check in' with City Council and the
Long Range Planning Advisory Commission are planned over the course of the project.The purpose of the
meetings is to update the Council and Commission as to progress on the project and secure their
perspectives on the work.These meetings are anticipated to be held as part of City Council work sessions
or regular meetings with light agendas to allow adequate time for discussion.The first will be held in the
fall (likely in November 2016) to provide an early status report to the Council. The second session will
provide an update on community input (likely in February 2017. The third session in late spring (likely
April) will include a presentation of anticipated preliminary plan recommendations. The fourth session
will include a presentation of final plan recommendations.
Status: Meetings not yet scheduled.
Community Input Sessions: Four workshop sessions for the community as a whole to come together
and share insights on Dubuque's future will be held. The first workshop will be held in the fall as part of
developing an understanding of current issues,opportunities,visions and desires for the City. The second
and third workshops will be conducted in the early spring and summer of 2017 as preliminary ideas for
City enhancements are being developed,and will seek community reaction to those notions to refine and
prioritize.The fourth and final workshop will be the public open house to present final recommendations.
These types of sessions are designed to be interactive and entertaining in order to maximize community
input. The specific techniques to be used will be determined jointly by the consultant and staff.
Status: Possible first workshop Oct. 19"'? February, April and August are proposed months for
additional workshops.
Presence at Community Events:As part of reaching out to the community about the plan,community
events will be identified at which the consultant, City Council members,Technical Team members, and/
or others could be in attendance to inform community members about the plan and solicit their ideas.
The display boards and handouts noted above will be used to share information and secure input. Events
would include those sponsored either by the City, other taxing jurisdictions, local businesses, religious
institutions, etc.
Status: Display materials not yet prepared; Farmers Market on August 20"'confirmed/Jazz event on
the 19th is confirmed, future events TBD.
Group Outreach: A program for visiting groups in the community to share the planning process will be
developed. This would be similar to a speaker's bureau where elected officials, City staff, and Technical
Team members would attend local groups to discuss the plan with them. The consultant would prepare
visual materials and talking points for the presentation. The City would identify and reach out to groups
that might be interested in such a presentation.
Status: Presentation and talking points not yet prepared. See attached documents for preliminary list
of groups and potential speakers identified.

Inclusive Dubuque, Greater Dubuque Development Corporation (GDDC), the Dubuque
Area Chamber of Commerce, Dubuque Convention and Visitors Bureau, Dubuque Area
Labor Management Council and Dubuque Main Street: These organizations offer an opportunity

as described in this memo. In addition, the Chamber can be a conduit for local business and property
owners to provide insights as to their needs and interests.
Status:Chamber,Convention and Visitors Bureau,and Labor-Management Council notyet contacted.
Schools (public and private): Working with local schools presents an opportunity to spread the word
about the plan, secure input from students and their families, teach civics and government to young
residents,and expand community pride. Opportunities for accomplishing these goals are built by reaching
out to local principals for a discussion on joint efforts such as visiting classrooms,setting up ongoing school

Colleges and Universities: Working with local colleges and universities presents an opportunity to
promote the plan, secure input from students, teach civics and government to these residents, and
expand community pride. Opportunities for accomplishing these goals are built by reaching out to local
administrators and student government associations for a discussion on joint efforts such as meeting with
clubs and organizations and disseminating plan information. The City would take lead in reaching out to
local colleges and universities, based on established working relationships,and work with the consultant
and institutions to develop and prepare engagement activities.

City Departments: Various City Departments can be tapped as "partners' for the Comprehensive Plan
effort. Based on their individual capacities, they can support the City's public outreach process through
their facilities, board and commission meetings, events and other community engagement opportunities
that are readily available. City Planning Staff and consultant will contact the Departments to discuss
options for working together and cross promoting events and stakeholder input.
Status: Departments not yet contacted.
Community and Civic Groups:Civic groups such as these are an opportunity to inform residents about
the planning process, hear their thoughts and concerns, and make them part of the process. Meetings
held by these groups,their web sites,and newsletters all become venues for plan outreach. City staff and
the consultant will identify and reach out to these groups.
