RE: Compensation Plan for City Attorney's Office Reorganization
Attached is a proposed compensation plan for the reorganization of the City Attorney's
Office scheduled to take place October 1, 2016.
Under the reorganization, I will become part-time Senior Counsel. I recommend that my
compensation will be at my current hourly rate of $81.79 per hour for three to four days
per week. As a part-time employee, I will have no other benefits other than the required
IPERS contribution.
I recommend that Crenna Brumwell, who you have appointed as City Attorney, effective
October 1, 2016, would be paid an annual salary of $135,000. That is the average gross
wage for the city attorneys in Iowa's ten largest cities and is consistent with the salary of
a city attorney in these cities with eleven years' experience as a city attorney.
Assistant City Attorney Maureen Quann is currently paid on the General Employees
Wage Plan at Salary Grade GE-42 Step F, $113,734.40 per year. I recommend that she
be promoted to Salary Grade GE-45, Step E, $126,692.80.
1 would also propose that all three attorneys receive the annual compensation
adjustment for non-bargaining unit employees.
As I suggested when I first proposed the reorganization last Fall, this proposed
compensation plan is within the current Fiscal Year 2017 budget. The plan would result
in a potential savings of $49,736.00.
1 would ask that you approve the proposed compensation plan.
