Minutes_Catfish Creek Watershed Management Authority 4 26 16 Minutes Catfish Creek Watershed Management Authority April 26, 2016 Swiss Valley Nature Center 13606 Swiss Valley Road Dubuque, IA ROLL CALL: Present: Directors Pat Simon, Dave Ruden, Raki Giannakouros, Curt Kiessling, Calvin Gatch Jr., Laura Cartstens CCWMA Administrators Eric Schmechel and Dean Mattoon. Absent: Will Hoyer and Wayne Demmer CALL TO ORDER: Chairperson Kiessling called the meeting to order at 10:05 AM. MINUTES: Minutes from January 26, 2016 meeting were approved as presented. ACTION ITEMS: MSA Presentation on South Fork Project. Jake Huck from MSA Professional Services gave a presentation on the streambank corridor stabilization project. Several aspects of the project were discussed with Board members. The overall concept of the project has stayed the same, although there have been some concerns with the IDOT and the SW Arterlal/HWY 20 corridor project. There were still a lot of unknowns as to were road alignments and a new possible bridge would end up. As of now, MSA plans to continue to move forward this spring/summer with the survey and begin work on a preliminary design. Jake brought the contract between MSA and the CCWMA to sign as well. Kiessling signed the contract. ITEMS FROM THE PUBLIC: NONE ITEMS FROM THE BOARD: Peosta Subdivision Update. Pat Simon updated the Board on two new subdivisions that will be going in the City of Peosta this year. Schmechel voiced a few calls on the potential impacts from a large subdivision (200 homes) going in off of Cox Springs Rd. It was determined that this subdivision is not in the Catfish Creek Watershed. Simon also discussed another potential subdivision (located near Sundown Rd/Gingerbread)that would be in the Catfish Creek Watershed and would keep the Board updated with changes or preliminary plats. Directors present offered the idea of sending the City of Peosta a letter regarding the potential impacts of any subdivision in regard to water quality and stormwater runoff. Directors agreed to keep the new subdivisions on the agenda for the April meeting for updates (January 2016 meeting minutes). Update: Pat updated the Board on the subdivisions. One of the subdivisions (Gingerbread) is in the Catfish Creek watershed and the Board thought it would be a good idea to remind the City Council in Peosta the impacts a subdivision has on the watershed, especially with the South Fork project sitting just below the new subdivision. Schmechel stated he has communicated with the City of Peosta administrator and will ask to speak at an upcoming council meeting to remind the Board of the watershed plan. Schmechel will report back at the July meeting. CCWMA Board Meeting April 26, 2016 ITEMS FROM STAFF: SRFAgricultral and Urban Projects: Schmechel and Mattoon updated the Board on afew new applications in the watershed. The Board will accept applications throughout the year on eligible SRF projects. ADJOURNMENT: Meeting adjourned at 11:47 am. 2
