Meeting called to order by David Grothe at 16:07 P.M.
David Grothe swore in Ron B., Dan H., Corey V., Gary H. and Tom G.
Motion to approve minutes made by Corey Valaskey and seconded by Gary Hillard.
Passed 6-0
A motion was made by Tom Giese to nominate Dave Grothe as Chairman for 2016,
seconded by Gary Hillard. Passed 5-0
A discussion was held on temporary heat. Todd Carr stated that we were open to opinion
from the Board. Ron Billmeyer and Dan Hillary both were concerned why we were only
looking at natural gas and not L.P. systems. Tom Giese talked about the natural gas utility
pulling the pin on their gas meter, but that does not happen with L.P. Todd C. asked how
insurance companies looked at temp heat. Todd C. asked is the board talking about the
International Residential Code or just the International Mechanical Code. Todd stated
that we were concerned about Public Safety more so commercial than residential. Gary
Hillard stated he was concerned with residential and commercial and we should be
inspecting both. He also stated that L.P. was much more dangerous than Natural Gas.
Dave Grothe stated that a permit would be required for the city to inspect temporary heat.
Todd stated we already had a permit in place because of the new software we will be
getting and the cost of atemporary heat permit was $17.60 plus $10 issuance fee. The
$17.60 would be per equipment or system. Todd asked does the board view temporary
heat as only commercial or residential also. Dave Grothe stated that both commercial and
residential temporary heat should be inspected. Tom Reed stated that the IMC section
110 covered temporary equipment, systems and uses other than natural gas and L.P. and
that the International Fuel Gas Code covered natural and L.P. temporary equipment
systems and uses. Tom Reed stated that when the city had adopted the uniform code we
had temporary heat permits and when the city changed and adopted the International
codes the temporary heat went away. He further stated that the 2012 International codes
then instituted the temporary equipment systems and uses section authorizing the code
official to issue a temporary permit for temporary equipment, systems and uses so here
we are trying to determine what the permit should cover. Jason Morning asked would the
inspection include temporary heat venting? Todd stated the permit would cover a gas
pressure test and venting. Jason also talked about carbon monoxide detectors. Tom Reed
stated that section 110 of the IMC and the IFGC were identical and even had the same
section number. Todd Carr asked if Tom Reed was sure that they were the same and he
said yes. Todd left to get an IFGC book after reviewing he stated they were the same.
Todd stated that we would only look at Natural gas and L.P. temporary heat systems and
not the other possible systems that would be covered in the Mechanical Code. It was
stated we would look at all systems that used natural gas or L.P. no matter the size. Corey
Valaskey asked Tom Reed if Coreys Company had a temporary heating system installed
and it was short of combustion, dilution and make-up air would he tell them? Tom Reed
said if he was called to look at that system and there was a permit for the system he
would. Todd stated that we are trained to look for issues with incorrectly installed
equipment. Todd stated that we would come out the first time and inspect the temporary
equipment/system once and then we never have to inspect it again even if it is moved
anywhere on the project and re-installed. Gary Hillard asked if we were not going to
inspect salamanders. We will inspect natural or L.P. salamanders no matter the size. Tom
Giese did not think that a motion should be made because the code sections were already
adopted. David Grothe stated we can look into this again if there is a problem.
David Grothe requested the next meeting be scheduled on October 20th at 4:00. Dave G.
talked about scheduling meetings once a quarter. The secretary stated that the ordinance
did not address when or how often the board should meet but Jenny from legal said that if
the board wanted to put that in the ordinance it could be done. We will discuss at the next
meeting in October.
Ron Billmeyer made a motion to adjourn, Dan Hillary seconded. 6Yea 0 Nay. Meeting
adjourned at 17:07.
