Van Milligen, City Manager SUBJECT: 2015 SCADA (Flow Metering Stations) Manhole Installation Project CIP 7101335 DATE: August 8, 2016 City Engineer Gus Psihoyos is recommending acceptance of the public improvement construction contract for the 2015 SCADA (flow metering stations) Manhole Installation Project, as completed by Connolly Construction, Inc., in the final contract amount of $145,588.33, which is a 14.33% increase from the original contract amount of $127,339.97. The cost increase was primarily due to unsuitable material from manhole excavation needing to be replaced with granular backfill. There was an overage of temporary cold patch asphalt due to the cold weather conditions. Also, additional curb and gutter, sidewalk and concrete street patching ran over the original engineer's estimate. BACKGROUND The City of Dubuque, Iowa has entered into a Consent Decree in the case of The United States of America, and the State of Iowa v. The City of Dubuque, Iowa, Civil Action No. Case 2:11-cv-01011-EMJ, Civil Action Number 2008V00041, DOJ Case Number 90-5-1-1-09339, United States District Court for the Northern District of Iowa. The provisions of the Consent Decree apply to and are binding upon the City and its officers, directors, employees, agents, servants, successors, assigns, and all persons, firms and corporations under contract with the City to perform the obligations of the Consent Decree. The City is required to perform collection system flow monitoring per a schedule established in the Consent Decree, the City is flow monitoring beyond the schedule using supervisory control and data acquisition (SCADA) system technology in sanitary sewer manholes. We are requesting several sanitary sewer manholes (flow metering stations) be replaced to provide the best conditions for permanent flow monitoring. DISCUSSION The 2015 SCADA(flow metering stations) Manhole Installation Project was completed by Connolly Construction, Inc. of Peosta, Iowa, in the final contract amount of $145,588.33 which is an 14.33% increase from the original contract amount of $127,339.97. The cost increase was primarily due to unsuitable material from manhole excavation needing to be replaced with granular backfill. The Consent Decree identifies five sewersheds that are required to be individually flow metered for specific periods over a five year schedule. While flow metering for short periods of time may result in locating inflow/infiltration under one or two rain events, it will not capture how the sanitary sewer system will perform under different or changing rain patterns more commonly seen. Long term or permanent flow monitoring is a method used to continually meter the sanitary sewer system, so staff can observe changes in flow; document and measure how rain events impact the system; and provide valuable feedback on how capital improvements have or have not reduced inflow/infiltration. The proposed permanent flow metering stations are designed to not only monitor and record flows, but also report them in real-time triggering an alarm if there are any changes in the system where a flow meter is in place. In the event of increased flows or water level changes, or a fouled meter sensor, the flow metering stations will report via the SCADA system to Public Works, the W&RRC, and the Engineering department for immediate response to reduce the possibility of sanitary sewer overflows. This project involved the replacement of four (4) sanitary sewer manholes and their conversion to permanent flow metering stations in Sewersheds 7 (a & b), 11, and 12, please see the following location map. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor the balance of the retainage of $7,279.42 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code chapter 26.13.
