Residential Parking Permit District H includes Phyllrich Drive, Hansel Drive, Keymont
Drive and Vizaleea Drive. Phyllrich Drive was added to Residential Parking Permit
District H by approval of City Council on April 2, 2007.
In 2015, the Dubuque Community School District completed renovations at Hempstead
High School that included an expanded parking area for staff and students. Since that
time, fewer non-resident vehicles are being parked curb-side as a result of the parking
lot expansion.
A petition was submitted on July 7, 2016, which represents in excess of 60% of the
dwelling units along Phyllrich Drive, Hansel Drive, Keymont Drive and Vizaleea Drive, in
favor of amending the Ordinance to withdraw Phyllrich Drive from Residential Parking
Permit District H.
City Engineer Gus Psihoyos recommends the City Council set a public hearing for
September 6, 2016, on the removal of Phyllrich Drive from Residential Parking Permit
District H.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to respond to a July 7, 2016 petition to amend an
ordinance of a Residential Parking Permit District (RPPD), "District H," by withdrawal of
Phyllrich Drive between Keystone Drive and Keymont Drive.
BACKGROUND
In 1985, the City adopted ordinance 9-14-321.720 establishing Residential Parking
Permit Districts. The purpose of such districts is to reduce traffic congestion resulting
from the use of parking within residential districts by persons not residing within the
district, to protect the residents of these districts from an unreasonable burden in
gaining access to their residences, to preserve the character of such districts as
residential districts, and other various purposes. A Residential Parking Permit District
designation can be made only after a petition of residents representing 60 percent
(60%) of the dwelling units in a proposed area is received, a parking study is conducted
by the City Engineer, and a public hearing is held by the City Council. The petition is
only considered for an area which contains at least four adjacent block face or 50 curb
parking spaces. Amendments including, but not limited to, expansion, reduction, or a
change in the days/times must comply with the same standards for establishment of a
district.
DISCUSSION
RPPD, "District H," includes the street of Phyllrich Drive, Hansel Drive, Keymont Drive
and Vizaleea Drive The establishment of adding Phyllrich Drive to RPPD "District H",
was approved by City Council April 2, 2007.
In 2015, the Dubuque Community School District completed renovations at Hempstead

lot expansion.
The petition, which was submitted on July 7, 2016, represents in excess of 60 percent
(60%) of the dwelling units along Phyllrich Drive, Hansel Drive, Keymont Drive and
Vizaleea Drive are in favor of amending the Ordinance to withdrawal Phyllrich Drive
from the RPPD "District H" as is required under the ordinance. It is also meets the
requirement of four block faces or 50 curb parking spaces, remaining in "District H."
RECOMMENDATION
I am recommending the ordinance be amended to withdrawal Phyllrich Drive from
RPPD "District H", and that a public hearing be set for September 6, 2016.
ACTION TO BE TAKEN
The recommendation of the City Manager should be approved and a public hearing
should be held on the request to amend RPPD "District H" ordinance.

NOTICE is hereby given that the Dubuque City Council will a conduct public hearing at
a meeting to commence at 6:00 p.m. on Tuesday, September 6, 2016, in the Historic
Federal Building, 350 West 6th Street, to consider an amendment to the City of Dubuque
Code of Ordinances Residential Parking Permit District (RPPD), "District H," by withdrawal of
Phyllrich Drive between Keystone Drive and Keymont Drive.
At the public hearing, the City Council may reject the petition, or adopt an ordinance modifying
the proposed district.
Copies of supporting documents for the public hearings are on file in the City Clerk's
Office and may be viewed during normal working hours.
Written comments regarding the above public hearings may be submitted to the City
Clerk's Office on or before said time of public hearing. At said time and place of public
hearings all interested citizens and parties will be given an opportunity to be heard for or
against said rezoning.

Residential Parking Permit District H: Withdrawal Request
Dubuque City Council,
The residents on Phyllrich Drive of existing District H would like to request a withdrawal
from the existing Residential Parking Permit District H (9-14-321.740) that would
remove the following streets:
Phyllrich Drive, between Keystone Drive and Keymont Drive
This request for withdrawal from Residential Parking Permit District H will effectively
allow any vehicle to park curb side without proper permit, and any future request for a
designated Residential Parking Permit District must meet the process as described in
City Ordinance.
Due to fewer vehicles being parked curb-side by non-residents of the area as a result of
parking lot expansion at nearby Hempstead High School, and the burden to residents
created by the designation of such Residential Parking Permit District, we the residents
of Phyllrich Drive within existing District H seek approval for withdrawal from Residential �
Parking Permit District H.
