Notes_Community Development Advisory Commission 7 19 16 INFORMATIONAL SESSION OF THE COMMUNITY DEVELOPMENT ADVISORY COMMISSION DATE: Tuesday, July 19, 2016 TIME: 5:30 p.m. PLACE: Housing and Community Development Department 350 W. 6th Street, Suite 312, Dubuque IA 52001 Due to the Chair or Vice Chair being not present at the meeting, Commissioner James called the meeting to order at approximately 5:35 p.m. following staff assurance of compliance with Iowa Open Meeting Law. Information Sharing Inclusive Dubuque Haugen explained Inclusive Dubuque as a peer-learning network of more than 50 organization and individuals from faith, labor, education, business, nonprofit, and government. The goal of Inclusive Dubuque is to advance justice and social equity in our community. Haugen shared the Equity Profile Inclusive Dubuque created through dialogues and surveys throughout the community. She explained how sector groups from each topic (education, economic wellbeing, transportation, safe neighborhoods, health, housing, and arts & culture) had formed to take action in the community. She discussed her involvement in the housing group, and introduced the Initiative's Website where you can reference the Results Based Accountability reporting that each group is working to implement. Poverty in Dubuque Commissioner Boles presented data from the American Community Survey regarding poverty in Dubuque. His presentation introduced the City's rising poverty rate over the past 5 years, the population increase vs. the poverty rate increase, and the poverty rate among different races throughout the city. Boles compared Dubuque's poverty rate to other Iowa cities and the national poverty rate. Reports Housing Commission Report Commissioner Baumhover reported on the June 2016 Housing Commission Meeting. He said they were excited to have a new commissioner join, but were sad to announce the resignation of Commissioner Janice Craddieth. The Commission also had an update from the Housing Department about their visit from HUD in May. Housing and Community Development Report Kris Neyen, Rehabilitation Supervisor, updated the Commission on the petitioned properties the city has been acquiring. She explained once properties are deemed unable to rehab, they are deconstructed and then turned into green space, or sold to neighbors to provide larger yards for driveways, playgrounds, etc. Neyen then provided a packet with information regarding the future properties to be sold. These are homes that will be fully rehabbed by CHI (Community Housing Initiative) and then resold to families of low to moderate income. Neighborhood Development Report Jerelyn O'Connor, Neighborhood Development Specialist, provided a schedule of neighborhood events. She invited the Commission to come enjoy National Night Out and the Heart of Dubuque Ice Cream Social. O'Connor discussed the Washington & Jackson Park Resident Meetings that she had attended. She explained the meetings were a collaboration of City representatives and neighbors who wanted to focus on the recent crime in the area. O'Conner said the meetings provided great dialogue and overall had a positive tone. Adjournment Informational session ended at approximately 6:40 p.m.
