A motion was made by Dale Snyder and second by Jim Wessels to approve the agenda as distributed. Motion
carried.
APPROVAL OFMINUTES
Motion by Dan Schmitt and second by Larry Mescher to approve the minutes of the August 4th, 2015 minutes as
presented, motion carried.
OLD BUSINESS
EMERGENCY MANAGEMENT PERFORMANCE GRANT(EKUPG) FY16'
There iya committee of state and local EMAs that are looking at revising the formula used for the federal EMPG
grant that passes through the state to local EMAs. The proposed formula will include lifting the cap onthe top
11 counties, passing 50%of the money through a base allocation, 25%on population and then 25%for EMAs
that complete additional projects. The change would need tobeapproved byDirector Schouten and itisnot
known ifitwill affect the current year ornot.
CODE RED NOTIFICATION
Discussion was held on the Code Red Notification system and the contract. There are still some questions as to
what is covered under the state contract with Alert Iowa and if we could use Alert Iowa for the odd/even snow
routes. We may look at using the Alert Iowa to offer severe weather warnings. We currently have the money
budgeted to maintain code red through calendar year 2016 and it was decided that it would be in our best
interest to stay on code red at this point. j

NEW BUSINESS
DISASTER DRILL/FULL SCALE EXERCISE ON 04-26-2016
Planning meetings will be starting soon for the annual disaster drill that will be held on April 26th, 2016 at the
Dubuque Regional Airport. The drill will include a public health component to meet the objectives of their grant
and planning process as well as meeting the triennial requirements of the airport. The PH grant will pay for a
contractor to help with the scenario and completing the required federal paperwork. More information to
follow, but mark the date for the event.
Tom also assisted with the Jones County Full Scale Exercise on Tuesday, October 27th at the Jones County
Regional Medical Center. We will also look at having an EOC table top exercise with a weather related focus h
prior to the spring of the year.

COMMITTEE REPORTS
BUDGET COMMITTEE
The budget committee met and reviewed the expenses, revenues and ending balances for the past years. We
do not anticipate needing an increase from the city or county allocation and are planning on the EMPG to
remain at$39,000.00. We were able to have a beginning balance starting FY16 of$75,016.16 which was higher
than anticipated due to holding on expenses and a reimbursement for the Sherrill Ethanol Train Derailment. As
far as expenses, a 2.5%pay increase is budgeted but that will depend on the city policy and adopted budget in
March. Other expenses include an increase in maintenance and building due to the age of the building and
anticipated expenses. A motion was made by Dale Snyder and second by Rick Steines to accept the committee
recommendation for the FY16 budget amendment and the FY17 proposed budget and to set the public hearing
for Tuesday, February 16th, 2016 at the Epworth City Hall/ Fire station. Motion carried unanimously.
EMA VEHICLE REPLACEMENT
The budget committee looked at options to update the 2012 EMA F150. The retail on a new vehicle is$48,315
and after dealer discounts and government concessions the price for a new 2016 F150 would be$34,981.48.
Trade in value of the current vehicle is estimated at$24,000. There would also be additional costs to switch
over the emergency fights and radios, letter the vehicle and provide accessories. Placing the vehicle on a 3-4
year rotation appears to be in the best financial interest of the commission. Money is available in the
designated vehicle balance and we would move$15,000 to purchase the vehicle and amend accordingly at the
February annual meeting. After discussion a motion was made by Jim Wessels and seconded by Roger
Oberbroeckling to move forward with the project and to upgrade the vehicle as presented. Motion carried
unanimously.

UPCOMING TRAINING CLASSES/TOC UPDATE
The firefighter 1 class will start this week on Thursday. The EMS association will also be conducting the dinner y
and CEH programs on the third Wednesday of each month, November through March. Mystique Casino and
Mercy Medical Center have signed on for sponsors. We will be looking for additional sponsors as well
The EMA budget committee,the TOC committee and the Building and Infrastructure committee will be meeting
in the next few months to review duties and assignments at the complex. With future upgrades and
maintenance issues there needs to be a plan in place to address major upgrades and who should pay for each.

HAZARDOUS MATERIALS RESPONSE REPORT
Processing of the Cascade call has been followed up with the insurance company and payment should be
forthcoming. j

NEXT MEETING i
The next meeting of the Dubuque County Emergency Management Commission will be held on Tuesday,
February 16th, 2016 at the Epworth City Hall/ Fire Station following the annual meeting of the Dubuque County
E911 Board. This is the meeting that we need elected officials to attend to amend and approve the budget.
