Chairperson Rick Baumhover called the meeting to order at 4:02 p.m. following staff assurance
of compliance with Iowa Open Meeting Law.

Certification of Minutes —June 28, 2016 Housing Commission Meeting
Commissioner Robert McDonell moved to approve the minutes for the June 28, 2016 Housing
Commission Meeting as submitted. Comissioner David Wall seconded. Roll call. All present in
favor.

a) Janice Craddieth Resignation
Janice Craddieth's resignation was announced. The resignation will create a vacant
position on the Housing Commission.
b) Appointment of a Liaison to Housing Trust Fund Advisory Committee
Commissioner Dorothy Schwendinger's term on the Housing Trust Fund Advisory
Commission will expire on August 17, 2016; therefore, the Commission discussed
appointing a liaison. McDonell moved to appoint Dorothy Schwendinger as the liaison
to the Housing Trust Fund Advisory Committee. Wall seconded. Roll call. All
present in favor.
c) 2016 Mandatory Fair Housing Training

Teresa Bassler, Supervisor for Assisted Housing, spoke about a memo sent by Kelly
Larson, Human Rights Director, regarding the 4-hour annual fair housing training--
which will be held at Dubuque County Emergency Training Facility and at Five Flags
in the Majestic Room. All Commissioners on the Housing Commission are required to
attend a training session. Tonya England, Recorder/Secretary for Assisted Housing,
will email the commissioners the dates, times and locations of the training sessions.
Reports
a. Crime/Nuisance Property Report
Scott Koch, Investigator, stated that he has completed 523 background checks thus
far for 2016; he predicts that the amount of background checks will slow down
because of the change in issuing vouchers.
In April 2016 there were 1.76% program related arrests in Dubuque; 4.66% program
related arrests occurred in May 2016. Koch said that 6 properties were added to the
list for nuisance properties.
b. CDBG Advisory Commission Report
None
c. Rehab Report/ Neighborhood Stabilization Program (NSP) PowerPoint
Kris Neyen, Rehabilitation Programs Supervisor, gave a presentation on the
Neighborhood Stabilization Program (NSP). During the presentation, she spoke
about how the program was awarded $444,328 in 2009 and discussed properties
which had been deconstructed or rehabilitated through the funding of the program.
Neyen also provided a handout(Future Properties for Sale)which contained
information about properties that are currently in the process of being rehabilitated
and are.expected to be completed within a year.
A total of 10 properties have been rehabilitated through the program and property
values have been increased. Neyen was recently informed that NSP will be ending.
She will set up a meeting next week to view properties on which they are working and
have England to notify the Housing Commissioner.
National Night Out will be held at 24th Street and Jackson Street on Tuesday, August
2, 2016.

Information Sharing
a. Recommendation for Award for CY 2017 Family Self-Sufficiency Program (FSS)
Competition (Funding for FSS Coordinators)
Teresa Bassler stated that the U.S. Department of Housing and Urban Development

has recommended that the Housing & Community Development Department receive
an award of$132,478 for the funding of two Family Self-Sufficiency Coordinators for
the 2017 calendar year.
b. New Comprehensive Plan
Alvin Nash, Director for Housing & Community Development Department, provided a
copy of a memo dated June 10, 2016 from Michael C Van Milligen, City Manager,
regarding the City of Dubuque Comprehensive Plan Consultant Selection.
c. Resiliency Committee
Nash provided updated information on the Resilient Community Advisory Commission
(RCAC).
d. Report on Marginal Properties
A display for the Comprehensive Housing Activities for Neighborhood Growth &
Enrichment (C.H.A.N.G.E.) program was presented and discussed by Nash.
Adjournment
There being no further business to come before the Commission, Commissioner Robert
McDonell moved to adjourn the meeting. Commissioner Amy Eudaley seconded. Motion
passed by voice vote. Meeting adjourned at 5:05 p.m.
