The purpose of this memo is to set the agenda for the quarterly Sustainable Dubuque
Work Session scheduled for Tuesday, August 30 at 6:00 p.m. in the City Council
Chambers. A presentation made by City staff and partners will address the following
topics:
1. Update on community's comprehensive solar strategy
2. Update on PM 2.5 air quality progress

SOLAR READY COMMUNITY PILOT PROGRAM
Strengths:
Local policy encourages renewable energy
Rooftop solar permit is simple electrical permit
Architectural Guidelines inform placement of historically-appropriate solar
placement
Unified Development Code encourages solar-oriented development
Ground-mount solar allowed as accessory use

SOLAR READY COMMUNITY PILOT PROGRAM
Opportunities for Improvement:
Adopt solar-specific goals and policies
Adopt additional definitions commonly used in solar development, found in
the Iowa Solar Ready Toolkit (e.g. solar farm, building-integrated solar
systems)
Review height and setback requirements
Improve publically-available information for a solar-specific permit
Address potential authority of Home Owners Associations
Consider offering incentives for “solar-ready” builds
Prioritization Criteria
•Does it support Sustainable Dubuque strategy?
•How significant is it in size/impact?
•What would be the costs to pursue?
•How achievable is it within relevant timeframes?
•How well do the community’s assets (public and private) align with
such an effort?
•How well does it leverage other value criteria (such as creation of
jobs, support of local industry, engagement of citizens, improved
quality of life)

to Non-Attainment.

The Air Quality group hosted roundtable meetings
with private sector, school district, health sector
and public sector.
Dubuque Path Forward
The Air Quality group volunteered to EPA’s
PM Advance program and created Air Quality
Plan for Dubuque Metro area.
Update
The Path Forward Plan will be updated with initiatives
that will help the Metro área be in attainment by taking
into consideration the new EPA standards.
