Van Milligen, City Manager Gus Psihoyos, City Engineer FROM: Robert Schiesl, Assistant City Engineer DATE: August 30, 2016 SUBJECT: Northwest Arterial / Chavenelle Intersection Left Turn Lane Improvements CIP No. 3002695, Iowa DOT Project No. UST-032-1(49)--4A-31 INTRODUCTION The enclosed resolutions authorize the public bidding procedure for the Northwest Arterial / Chavenelle Intersection Left Turn Lane Improvements Project. BACKGROUND Based on the determination to not incorporate a temporary traffic signal at the US20 - Seippel intersection as part of the Southwest Arterial Menards Frontage Road (37) and the Southwest Arterial US20 Interchange Grading (38), the selection of an alternate detour route was required. In order to facilitate the upcoming Southwest Arterial Menards Frontage Road (37) and the Southwest Arterial US20 Interchange Grading (38) construction projects, both Iowa DOT and City staff evaluated detour route options, and it was collectively determined that a local road detour using the Seippel Road to Chavenelle to the NW Arterial route was the preferred alternative. EXISTING CONDITIONS In further evaluating the proposed detour route, current operational issues were raised at the existing Chavenelle - NW Arterial intersection. The existing northbound NW Arterial dedicated left turn lane onto Chavenelle is approximately 120' in length and is currently under capacity with left turn traffic movements regularly backing up into the inside northbound thru-lane. Based on existing conditions, the left turn lane onto Chavenelle does not have adequate que storage length to support the additional traffic volumes generated from the proposed detour. See the attached photos which document the current left turn traffic movements backing up into the inside northbound thru-lane. The City also reviewed and identified capacity issues with the existing Chavenelle shared right turn lane onto the NW Arterial. With the outside eastbound lane on Chavenelle at NW Arterial being a shared thru and right turn lane, when vehicles are stopped and occupy the straight thru lane, vehicles are unable to make the free right turn movement. With the right turn being a heavy traffic movement with the proposed detour, the shared thru and right turn lane will experience backup and congestion issues. See the attached photos which document the current capacity issue with the shared thru and right turn lane. PROPOSED TURN LANE IMPROVEMENTS Based on the current operational and capacity challenges the City is experiencing at the Chavenelle and NW Arterial intersection, the proposed left turn lane improvements include extending the existing northbound NW Arterial left turn lane onto Chavenelle to an approximate 400' storage length, while also adding a new Chavenelle left turn lane onto the NW Arterial, providing an approximate 210' storage length. The new left turn lane would allow for a dedicated straight thru lane as well as a dedicated right turn lane which would allow right turn overlap phasing which would improve the efficiency of the detour route. Attached is an aerial exhibit which shows the existing conditions and the proposed turn lane improvements. PROJECT SCHEDULE The schedule for the project is as follows: Initiate Public Bidding Process September 6, 2016 Publish Notice to Bidders, Advertise for Bids September 9, 2016 Notice of Public Hearing on Plans & Specifications September 9, 2016 Public Hearing on Plans & Specifications September 19, 2016 Receipt of Bid Proposals (Bid-Letting) September 22, 2016 Award Construction Contract October 3, 2016 Project Completion Date November 18, 2016 RECOMMENDATION I recommend that the City Council establish a date for the public hearing and authorize the City Clerk to advertise for proposals. BUDGETIMPACT The estimate of probable cost for the recommended turn lane improvements are summarized in the following table: Description Cost Estimate Construct - NW Arterial (NB) Left Turn Lane Extension $ 105,000 Construct - Chavenelle New Left Turn Lane 126,000 Contingency (10%) 23,000 Engineering Design and Administration (15%) 38,000 Total Construction Cost Estimate $ 293,000 Based on collaborative discussions with Iowa DOT District 6 staff, it was recommended that the City request U-STEP funding to cover a portion of the estimated costs for the left turn lane improvements. Based on the U-STEP funding requirements, the Iowa DOT would cover 55% of eligible construction costs, up to a maximum of $200,000. The City would be responsible for 45% as local match. The City will also be responsible for the engineering design and construction administration related costs. The proposed project funding is summarized as follows: CIP No. Fund Description Fund Amount 3002695 U-STEP Funds $ 140,000.00 3002695 NW Arterial Left Turn Lane 153,000.00 Total Project Funding $ 293,000.00 The NW Arterial Left Turn Lane (CIP 3002695) funding is a reallocation of funds from the Heeb Street - street construction project (CIP 3002612). The section of Heeb Street (near Kaufman Ave.) was budgeted and scheduled to be reconstructed in conjunction with planned underground water and sanitary sewer projects. However, funding for the respective water and sanitary sewer projects has been delayed while staff evaluates SRF funding alternatives. New funding will be re-budgeted to cover the Heeb Street construction portion to align with future water and sanitary sewer SRF funding.
