SUBJECT: Grandview Avenue & Loras Boulevard and Grandview Avenue &
University Avenue Intersection Improvement Project

City Engineer Gus Psihoyos recommends City Council approval of the rejection of the
competitive bid proposals received for the Grandview Avenue & Loras Boulevard and
Grandview Avenue & University Avenue Intersection Improvement Project due to the
reconsideration of traffic control device for the intersection improvements at Grandview
Avenue & University Avenue.
During the development of the original bid documents, Engineering staff coordinated the
construction and opening of the Grandview-Delhi-Grace Roundabout. This project
opened to traffic in the last few weeks and has been well received by the public.
Engineering looked into the possibility of modifying the proposed project to include a
roundabout at Grandview Avenue and University Avenue.
City staff discussed the revised project possibility with the Iowa DOT District 6 Local
systems Engineer who consulted with the Office of Traffic and Safety, and they both
support the revised concept. The existing funding agreement would need to be
amended to account for the change in project scope. This change in scope would still
allow the reconstruction of the existing traffic signals at Grandview Avenue and Loras
Boulevard. The proposed traffic signals at Grandview Avenue and University Avenue
would be removed from the project and replaced with a roundabout.
Due to the change in the project scope, the existing $500,000 traffic safety grant would
be reduced to $250,000 to address the one intersection at Grandview Avenue and
Loras Boulevard.
The project cost is estimated at $590,000. IDOT recommended submitting another
traffic safety grant for just the Grandview Avenue and University Avenue intersection for
conversion into a roundabout. The maximum possible award for this one intersection
would be $500,000. Engineering submitted a grant application pending City Council
approval for another roundabout. This application will be considered by the Iowa DOT
and potentially acted on by the Iowa DOT Commission in December 2016. Additional
funds needed for the roundabout would come from City sources or other grant funds.
Engineering is looking at other grant opportunities in consultation with ECIA.
Due to funding being potentially available to fund a roundabout at this intersection, and
the excellent operational characteristics of the existing roundabout at Grandview
Avenue, Delhi Street and Grace Streets, staff is recommending rejecting bids and
studying a roundabout option for the intersection at Grandview Avenue and University
Avenue. Staff recommends rejecting bids on the original proposed project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the rejection of the competitive bid proposals
received for the Grandview Avenue & Loras Boulevard and Grandview Avenue &
University Avenue Intersection Improvement Project due to the reconsideration of traffic
control device for the intersection improvements at the Grandview Avenue & University
Avenue.
BACKGROUND
This project was originally bid to include new traffic signals at Grandview Avenue &
University Avenue and at Grandview Avenue and Loras Boulevard. Engineering
solicited bids for the project on July 19, 2016.
These proposed improvements were recommended by the East/West Corridor Study
that was formally adopted by the City Council at the February 20, 2012 City Council
meeting. A grant application was approved by the Iowa DOT Transportation
Commission on January 13, 2015 in the amount of$500,000.
DISCUSSION
During the development of the original bid documents, Engineering staff coordinated the
construction and opening of the Grandview-Delhi-Grace Roundabout. This project
opened to traffic in the last few weeks and has been well received by the public. During
the public engagement process for the roundabout, staff heard comments from citizens
that another roundabout should be considered at Grandview Avenue and University
Avenue. These comments were made due to concerns of vehicles backing up at the
proposed traffic signals at University Avenue. With proper signal timing, Engineering
staff believe many of these potential issues could be mitigated.
However, as a result of this feedback and the performance of the new roundabout,
Engineering looked into the possibility of modifying the proposed project to include a
roundabout at Grandview Avenue and University Avenue. There were a number of
possible of issues that would need to be overcome including potential funding. Another

issue would be the current traffic safety grant and how it could be applied to this revised
project.

BID RESULTS
Competitive sealed bids were received on the Grandview Avenue & Loras Boulevard
and Grandview Avenue & University Avenue Intersection Improvement Project on
August 9, 2016. The low bidder was 2.17% over the Engineer's Estimate.
RECOMMENDATION
I recommend that the City Council reject all bids received for the Grandview Avenue &
Loras Boulevard and Grandview Avenue & University Avenue Intersection Improvement
Project due to reconsideration of traffic control device for the intersection improvements
at the Grandview Avenue & University Avenue intersection.
I also recommend that staff review the scope of the project, and prepare to re-bid the
project for just the Grandview Avenue and Loras Boulevard intersection.
ACTION TO BE TAKEN
I recommend that the City Council reject the bid proposals received through the
adoption of the enclosed resolution for the Grandview Avenue & Loras Boulevard and
Grandview Avenue & University Avenue Intersection Improvement.

AVENUE & LORAS BOULEVARD AND GRANDVIEW AVENUE & UNIVERSITY
AVENUE INTERSECTION IMPROVEMENT PROJECT
Whereas, competitive sealed bid proposals were submitted for the Grandview
Avenue & Loras Boulevard and Grandview Avenue & University Avenue Intersection
Improvement Project (the Project) pursuant to Resolution No. 277-16 and Notice to
Bidders published in a newspaper published in the City of Dubuque, Iowa on the 19th
day of July, 2016; and
Whereas, the competitive sealed bid proposals were opened and read on the 4th
day of August, 2016; and
Whereas, the City Council has deemed it advisable to reject all competitive
sealed bid proposals for the Project.
NOW .THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The competitive sealed bid proposals for the Grandview Avenue &
Loras Boulevard and Grandview Avenue & University Avenue Intersection Improvement
Project is hereby rejected.
Section 2. The City Clerk is authorized and instructed to return the bid deposit of
the unsuccessful bidders for the Grandview Avenue & Loras Boulevard and Grandview
Avenue & University Avenue Intersection Improvement Project.
