Call to Order
The Dubuque Transit Advisory Board meeting was called to order by Board Chairman,Matt Esser at 4:20 pm.
Review/approve the agenda for the Thursdav August 11,2016 Dubuque Transit Advisory Board meeting
Motion by Serna second by Stewart. The motion passed unanimously.
Review/approve the minutes from the Thursdav July 14, 2016 Dubuque Transit Advisory Board meeting
Motion by Serna, second by Esser to approve the minutes from the Thursday July 14, 2016 Dubuque Transit Advisory
Board meeting. The motion passed with abstention by Stewart.
Managers, Report
a. Review/Approve Statistical Data, (action Item), (Enclosure 3)
b. General Public Comments and Service Request
Motion by Serna, second by Esser to approve Managers Report. The motion passed with abstention by Stewart.
Other Business
a. Review Proposed Routes
i) Grey-Hillcrest and Kane would operate on an inbound and outbound alternating rotation with service
removed form Hillcrest Road due to low ridership. Staff plan to complete required public hearings, etc for a
start date of July 2017.
ii) Esser asked if it was possible to review the Brown and Yellow weekday mid-day ridership and consider
implementing the Brellow route for non-peak on weekdays to save money and extend hours later in the day.
Staff will bring ridership for the Brown and Yellow weekday mid-day routes to the next meeting for review.
b. RRS asked how staff would handle students who are over 18 but still enrolled in high school as Iowa law allows
youth to remain enrolled until age 21. Eudaley reported that there have been a few instances of youth registered
in high school and over 18. Staff have allowed them to purchase a pass but require that they provide their
graduation date so the pass can be turned off once they are finished with school. This issue seems to mostly
effect students who are enrolled at the Alternative Learning Center and recent immigrants.
i) Eudaley noted Intermodal personal are selling youth passes at various school orientations. Enforcement of
youth passes and rules began August 1, 2016.

The September meeting will be held on Thursday September 8, 2016 at 4:15 p.m. at the Intermodal Facility, 950 Elm
