Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of con- ducting the annual goal setting session. GOAL SETTING (2 of 3) Consultant Lyle Sumek of Lyle Sumek Associates, conducted the second of three an- nual goal setting ses- sions with the Dubuque City Council.
