Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The
application, staff report and related materials are attached for your review.
Discussion
Planning Services Manager Laura Carstens, representing the City of Dubuque, spoke in favor of
the request. She indicated that the proposed amendment would eliminate the Port of Dubuque
area from the Freeway 61/151 Sign Overlay District. She noted that the Port of Dubuque PUD
has its own sign regulations, and thus the SOD regulations would be redundant.
A representative of Lamar Outdoor Advertising spoke in opposition to the amendment because
it would render two of their billboards non-conforming, and would further limit their ability to
place new structures within the City of Dubuque.
The Zoning Advisory Commission discussed the request, indicating that the proposed
amendment would eliminate conflicting sign regulations, but otherwise not modify the existing
SOD regulations.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve
the request.
A simple majority vote is needed for the City Council to approve the request.

Text Amendment to amend the Freeway 61/151 Corridor Signage Overlay
District (SOD) to replace the SOD with the Port of Dubuque Planned Unit
Development sign regulations.
INTRODUCTION
The City of Dubuque has proposed rezoning areas north and south of the Ice Harbor
known as the Port of Dubuque to a Planned Unit Development (PUD). The proposed
PUD includes sign regulations.
Section 4-3.12 of the City of Dubuque Zoning Ordinance outlines sign regulations for
the Freeway 61/151 Corridor. This area is known as the Freeway 61/151 Corridor
Signage Overlay District (SOD). There is overlap between the SOD and the Port of
Dubuque PUD. In an effort to eliminate this overlap, and the resultant redundant sign
regulations from the Port of Dubuque PUD, the City is asking to amend the SOD
ordinance. This will serve to eliminate redundant sign regulations and replace the
existing map with an updated SOD map excluding the Port of Dubuque areas.
DISCUSSION
The proposed new language is indicated in bold type and the language to be eliminated
is crossed out.
Section 4-3.12(B) SOD Boundary: The Signage Overlay District (SOD) shall
encompass the land as indicated on Attachment A2 and on the official map of the city
located in the Planning Services Office, City Hall, and is generally described as all land
within six hundred and sixty (660') of the westerly or northerly edge of the Freeway
61/151 right-of-way, from Grandview Avenue north to and including Schmitt Island, and
extending east to the city's corporate limits, and including that area lying east of the
upper bluff line between Southern Avenue and First Street, excluding the area within
the Port of Dubuque Planned Unit Development (PUD).
Section 4-3.12(C)(1)(a): Area A on the official zoning map generally described as all
the land in the SOD east of Locust Street from Grandview Avenue north to Camp Street
north of the U.S, Highway 611151 right-of-way and the extension of~
Railroad Avenue east of U.S. 61/151 right-of-way east to the city's corporate limits.

Section 4-3.12(C)(1)(c): Area C is to be eliminated as it lies entirely within the Port of
Dubuque PUD.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission review the proposed
text amendment language and map changes and approve them as part of the Port of
Dubuque PUD rezoning process.

ORDINANCE NO. 32-02
AN ORDINANCE AMENDING APPENDIX A (THE ZONING ORDINANCE) OF
THE CITY OF DUBUQUE CODE OF ORDINANCES BY AMENDING SECTIONS
4-3.12(B) AND 4-3.12(C)(1)(a), 4-3.12(C)(1)(c) AND 4-3.12(C)(2)(a) OF THE
FREEWAY 61/151 CORRIDOR SIGNAGE OVERLAY DISTRICT (SOD).
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE; IOWA:
Section 1. That Appendix A (The Zoning Ordinance) is hereby amended by
repealing Sections 4-3.12(B), 4-3.12(C)(1)(a), 4-3.12(C)(1)(c), and 4-3.12(C)(2)(a)and
adopting the following new sections 4-3.12(B) and 4-3.12(C)( 1 )(a), 4-3.12(C)( 1 )(c) and
4-3.12(C)(2)(a):
Section 4-3.12(B) SOD Boundary: The Signage Overlay District (SOD)
