Van Milligen, City Manager Mississippi Riverwalk Phase II and Amenities Sealed bids were received for the Mississippi Riverwalk Phase I1 and Amenities Project. Public Works Director Mike Koch recommends award of the contract to the Iow bidder, Portzen Construction, Inc., in the amount of $3,472,612.50, which is 3.8% under the engineer's estimate. The recommendation includes the base bid and all bid alternatives, excluding bid alternate #1. The scope of work for bid alternate #1 includes the reconstruction of the area north of the train bridge. This component will be delayed to a future year to be done as part of a project that includes restoration of the Shot Tower, which is also north of the railroad bridge. For now, these funds would be available to accomplish other portions of the America's River project should funding challenges arise. The scope of work for the Base Bid components includes construction of the Riverwalk from the existing River's Edge Plaza, north to the Alliant Energy (Star Brewery) Amphitheater and the pavement area in front of the Welcome Center-Port Side Building, west to the Mississippi River Discovery Center Museum and Aquarium site. The Base Bid includes the construction of a 300-foot pier wall for docking transient boats and lower river walkway; the construction of two-sets of concrete steps which will extend from the riverfront cascading stairs; the construction of the Alliant Energy (Star Brewery) Amphitheater plaza area; and the installation of the River's Edge Plaza pavilion; and installation of ornamental lighting, decorative benches, litter receptacles, bicycle loops, drinking fountains, landscaping and automated irrigation systems. Koch, Public Works Director Mississippi Riverwalk Phase II and Amenities INTRODUCTION The enclosed resolution provides for the award of the construction contract for the Mississippi Riverwalk Phase II and Amenities Project. BACKGROUND The Riverwalk and the downtown pathway linkages are efforts to revitalize the Riverfront, the Fourth Street Peninsula, and the Ice Harbor areas. This project is an integral part of the America's River Project. The Riverwalk Phase II project involves construction of the riverfront promenade and amenities along the Mississippi River and Ice Harbor from the existing River's Edge Plaza, north to the Alliant Energy (Star Brewery) Amphitheater and from the Welcome Center-Port Side Building, west to the Mississippi River Discovery Center Museum and Aquarium site. The Riverwalk will be constructed by placing engineered fill te cover the floodwall, placing riprap on the riverside and a grass slope on the landward side and then constructing a 15-foot wide decorative concrete pavement walkway. Riverwalk amenities include the installation of ornamental lighting, decorative benches, litter receptacles, bicycle loops, drinking fountains and shade structures. URS-BRW completed the design and construction documents for the Mississippi Riverwalk Phase II and Amenities Project. The Durrant Group will be the City's Project Manager (currently under contract for Project Management of all public improvements in the America's River Project) and provide project management and coordination services. City Engineering will also provide their normal construction engineering and inspection services. To assist staff in evaluating bid proposals received and to allow for more flexibility in selecting a scope of contract, which is in the best interest of the City, the Riverwalk Phase II project was separated into a base bid component and five (5) construction bid alternates. The following is a summary of the project bid components: CONSTRUCTION BASE BID The scope of work for the Base Bid components includes construction of the Riverwalk from the existing River's Edge Plaza, north to the Alliant Energy (Star Brewery) Amphitheater and the pavement area in front of the Welcome Center-Port Side Building, west to the Mississippi River Discovery Center Museum and Aquarium site. The Base Bid includes the construction of a 300-foot pier wall for docking transient boats and lower river walkway; the construction of two-sets of concrete steps which will extend from the Riverwalk down to the river's edge; the construction of the Conference Center riverfront cascading stairs; the construction of the AIliant Energy (Star Brewery) Amphitheater plaza area; and the installation of the River's Edge Plaza pavilion; and the construction of the Ice Harbor Park. The Base Bid includes amenities such as the installation of ornamental lighting, decorative benches, litter receptacles, bicycle loops, drinking fountains, landscaping and automated irrigation systems. CONSTRUCTION BID ALTERNATE #1 The scope of work for the Bid Alternate #1 includes the reconstruction of the area north of the train bridge to the Council Ring. This section of the Riverwalk project shall consist of decorative concrete pavement, landscaping, and amenities. This alternate is not being recommended for award. CONSTRUCTION BID ALTERNATE #2 The scope of work for the Bid Alternate #2 includes furnishing and installing four (4) shade structures along the Riverwalk. CONSTRUCTION BID ALTERNATE #3 The scope of work for the Bid Alternate #3 includes the removal of the existing guardrail fencing adjacent to the Welcome Center-Port Side Plaza and the Diamond Jo Casino docking area and the installation of new decorative fencing. CONSTRUCTION BID ALTERNATE The scope of work for the Bid Altemate #4 includes the reconstruction of the outdoor plaza area in the rear of the Welcome Center-Port Side Building. This section of the Riverwalk project shall consist of the removal of the deteriorated brick pavement and the construction of decorative concrete pavement, landscaping, and amenities. CONSTRUCTION BID ALTERNATE #5 The scope of work for the Bid Alternate #5 includes the construction of a set of pedestrian steps from the Riverwalk to the northerly side of the Alliant Energy Amphitheater and the construction of decorative concrete pavement, landscaping, and amenities which will match into the improvements north of the train bridge (when Alternate No. 1 is built at a later date). BID RESULTS Sealed bids were received for the Mississippi Riverwalk Phase II and Amenities Project on April 4, 2002. The Iow bid was submitted by Portzen Construction, Inc. of Dubuque, Iowa in the amount of $3,679,324.85. Bid Alternate #1 would be included in a future expanded project to include site improvements around the Shot Tower area. For now, these funds would be available to accomplish other portions of the America's River project should funding challenges arise. RECOMMENDATION I recommend that the construction contract be awarded to Portzen Construction, Inc. in the amount of $3,472,612.50, which is 3.8% under the engineer's estimate. Whereas, said sealed proposals were opened and read on the 4th day of April, 2002, and it has been determined that the bid of Portzen Construction, Inc. of Dubuque, Iowa, in the amount of $3,472,612.50 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Portzen Construction, Inc. and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work.
