Dear Mayor and City Council Members: The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The application, memorandum and related materials are attached for your review. Discussion Associate Planner Kyle Kritz reviewed the staff report, noting that the Architectural Guidelines adopted by the City Council in 2014 are broader in scope and include the requirements that were in the Downtown Design Guidelines. There were no public comments. The Zoning Advisory Commission discussed the request, and found it appropriate. Recommendation By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. Kritz, Associate Planner 'l<.7 �'• SUBJECT: Amend the Unified Development Code to replace references to Downtown Design Guidelines with Architectural Guidelines in Section 16-10 and 16-13 DATE: August 25, 2016 INTRODUCTION The Planning staff is proposing to amend Sections 16-10 and 16-13 to replace existing language referencing Downtown Design Guidelines with Architectural Guidelines in the Unified Development Code (UDC). DISCUSSION The requested amendment is the result of a project that involved consolidating the City's Downtown Design Guidelines and the Historic District Design Guidelines into one manual. The Architectural Guidelines updated the existing guidelines and integrated a new chapter which addresses sustainability principles. The Architectural Guidelines seek to balance objectivity with flexibility in order to manage change so that traditional character of the area is respected while accommodating compatible improvements. The project was aimed at also reflecting the City's goals to promote economic development, enhance the image of the area, and re- use historic resources. The Architectural Guidelines are also designed to be a resource for the entire community. The City Council approved the Architectural Guidelines in February 2014. The proposed text amendment is simply to replace references to Downtown Design Guidelines with Architectural Guidelines within the UDC that were the result of the project previously undertaken by City staff. RECOMMENDATION Planning staff recommends that the Zoning Advisory Commission review the enclosed information and make a recommendation to the City council on the proposed text amendment. D. The commission considers the factors or architectural style, scale, mass, arrangement, texture, materials, and any other pertinent factors. The proposed work must be appropriate for and must restore, preserve, or enhance features of buildings or structures.
