Sealed bids were received for the Heritage Trail Head Parking Lot Project. Civil
Engineer 11 Jon Dienst recommends award of the construction contract to the low
bidder, Temperly Construction, in the amount of $58,062.50, which is 13.53% under the
estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: Heritage Trail Head Parking Lot Project
INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the
Heritage Trail Head Parking Lot Project.
BACKGROUND
DMATS has re-programmed $1 million set aside in Transportation Enhancement (TE)
funds for the Southwest Arterial recreational trail to other local projects, such as the
lower Bee Branch: Overlook at 16th Street Detention Basin, Upper Bee Branch: MRT
Route Trailhead parking lot at 22nd and Prince Streets, and this project. The TE funds
are part of the DMATS allocations from prior federal transportation bills.
DISCUSSION
The project is a County/City partnership. Dubuque County has excess right-of-way on
the north side of S. John Deere Road near the intersection of US 52 and IA 32 (NW
Arterial) that provides a good location for a joint trail head.
The project site is located in proximity to the Dubuque County Heritage Trail, the City of
Dubuque's Heritage Trail Riverfront System, and Iowa 32 Hike/Bike Trail. This project
would involve construction of an 11 stall asphalt parking lot. This lot will provide for a
place to park when accessing the nearby trails. Currently people are parking in areas
near the Alliant substation on the gravel access drive. Alliant prefers people to not park
there.
BID RESULTS
The City of Dubuque received the following bids for the Heritage Trail Head Parking Lot
Project.

Temperly Construction of East Dubuque, Illinois submitted the low bid in the amount of
$58,062.50. This amount is 13.53% under the estimate of probable cost.
RECOMMENDATION
I recommend that the contract for the Heritage Trail Head Parking Lot project be
awarded to Temperly Construction of East Dubuque, Illinois in the amount of
$58,062.50.

ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the
construction contract for the Heritage Trail Head Parking Lot Project to Temperly
Construction in the amount of$58,062.50.

RESOLUTION NO. 335-16
AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE HERITAGE TRAIL
HEAD PARKING LOT PROJECT
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Whereas, sealed proposals have been submitted by contractors for the Heritage
Trail Head Parking Lot Project, (the Project) pursuant to Resolution No. 290-16 and
Notice to Bidders published in the Master Builders of Iowa Plan Room on the 5th day of
August, 2016.
Whereas, said sealed proposals were opened and read on the 8th day of
September, 2016 and it has been determined that Temperly Construction of East
Dubuque, Illinois, with a bid in the amount of $ 58,062.50 is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to
Temperly Construction and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, adopted and approved this 19th day of September, 2016.
