Monument Design for Bell and 5th Streets
Conceptual design layouts for the entry and directional sign monuments for Bell and 5th
Street were presented in the Master Site Plan materials distributed to the City Council at
an earlier Work Session. Staff has since been working with the consultant to refine one
of those designs for submittal to the State of Iowa as part of the street project. This will
be a highly visible component of the America's River project.
Administrative Services Manager Pauline Joyce is recommending approval of the entry
and directional sign monuments as they are currently designed.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Monument Design for Bell and 5th Streets
Conceptual design layouts for the entry and directional sign monuments for Bell and 5th
Street were presented by URS-BRW in the Master Site Plan materials distributed to
Council at an earlier work session. Staff has since been working with the consultant to
refine one of those designs for submittal with the 5th and Bell Street (STP) project.
The design we have been working on for the entry monuments uses a 53 foot
perforated stainless steel, internally illuminated spire with a limestone base and painted
steel sign cabinet (picture attached). We have two design concepts, one is a plain spire
and one is a spire with a stylized, river-oriented art piece at the top. The art piece can
either be stationary or move. The sign surface would also be internally illuminated.
An internally illuminated sign is allowed in the District per the adopted Design
Standards. Internally illuminated awnings are not allowed. The type of illuminated sign
that is proposed would be comparable to the Carnegie Stout Library sign (picture
attached).
At this time I would ask for City Council direction and approval on a final monument
design. In particular, staff would like direction regarding City Council's preference on
whether or not the design includes artwork at the top of the spire, whether that art piece
should move, and whether the sign at the bottom is illuminated internally or externally.
The final design needs to be submitted to IDOT to meet the STP bidding deadlines. We
still anticipate a July bid letting.
