PRESENT:
Chairperson Terry Mozena; CommIssioners Ken Kringle, Jim Gibbs, Chris
Wand, Audrey Henson and Pam Bradford. Staff Members Laura Carstens
and Wally Wernimont; Consultants Chris Morris and Angela Holm, Durrant
Architects.
ABSENT: Commissioner Suzanne Guinn.
CERTIFICATE OF COMPLIANCE: Staff presented an Affidavit of Compliance
certifying that the meeting was being held in compliance with Iowa Open Meeting Law.
CALL TO ORDER: Commissioner Wand called the meeting was called to order at 5:02
p.m.
MINUTES: Motion by Gibbs, seconded by Henson, to approve the minutes of the
February 12, 2002 Historic Preservation Commission meeting as submitted. Motion
carried by the following vote: Aye - Gibbs, Bradford, Wand, Henson; Nay - None.
Motion by Gibbs, seconded by Wand, to approve the minutes of the February 21 2002
Historic Preservation Commission meeting. Motion was approved by the following vote:
Aye - Gibbs, Bradford, Wand, and Henson; Nay - None.
NOTE: Commissioner Kringle arrived at 5:04 p.m. and Chairperson Mozena arrived at
5:12 p.m.
Commissioner Wand requested that changes be made to the previously approved
February 21, 2002 Historic Preservation Commission meeting minutes.
Motion by Wand, seconded by Mozena, to make changes to the February 21, 2002
Histodc Preservation Commission meeting minutes, with the recommendation to
change the Page 2, 7th paragraph, change 1st sentence by deleting, "...have a lower
pitch" and replace with, "maintain the Iow pitch it currently has and have stones located
on top of it as it had originally." Also, add to 3"~ sentence, "for the time being" after
"...the cedar stairs will remain", and change 4~ sentence by removing ~historic" from the
section stating 'historic wood putty.'
Motion was approved by the following vote: Aye - Kdngle~ Gibbs, Bradford, Wand,
Henson and Mozena; Nay - None.
DESIGN REVlEW~196 BLUFF STREET: Application of Vandenberg Construction \ Joe
Bernardi Investments for a Certificate of Appropriateness to remove an existing

handrail, deck floor and bottom skirting and replace with cedar railing and cedar floor in
the Cathedral Historic Preservation District.
Suzanne Bernardi presented her application. She provided photos of the existing porch
to the Commission. She introduced Ralph Vandenberg, the contractor who will be
doing the work. Mr. Vandenberg reviewed the proposed porch and showed examples
of the lap siding, synthetic flooring and railing system that will be used on the porch. He
also provided literature on the synthetic flooring called "Ultra Deck" and explained the
advantages and features of the product. Commissioners Bradford, Kringle and Wand
asked Chris Morris of Durrant Architects for an opinion on the proposed railing system
submitted by the applicant. Ms. Morris recommended that a different spindle be used
with a square spindle that is more in keeping with the front porches located on the
structure.
NOTE: Chairperson Mozena arrived at 5:12 p.m.
Mr. Vandenberg explained the features of the rails and the spindles. He noted ~a! the
porch and decking would be stained with a clear finish to have cedar materials match
the cedar fence, which is located on the property.
Commissioners and the applicants discussed the benefits of painting the porch to match
the building trim and to distinguish it from the cedar fence.
Commissioners recommended using 2" by 2~ square cedar spindles since this is a rear
porch and be painted to coordinate with the trim colors. The Commissioners
recommended a 4' lap siding to run horizontally instead of the proposed vertical siding.
Commissioners discussed the use of the synthetic flooring as a test case and capping it
with a cedar strip for a clean finish on the ends. Commissioners recommended the
upper and bottom rails match the current rails and be a decorative cedar rail.
Motion by Wand, seconded by Kringle to approve the porch with the conditions
recommended above. Motion was approved by the following vote: Aye - Kdngle,
Gibbs, Bradford, Wand, Henson and Mozena; Nay - None.
DESIGN REVIEW1004 BLUFF STREET: Application of Ronnie McDonald for a
Certificate of Appropriateness to redesign an addition/garage at 1004 Bluff Street in the
Jackson Park Historic Preservation District.
Ronnie McDonald referred to his odginal design that was approved by the Histodc
Preservation Commission at their February 21, 2002 meeting, noting that the inset for
the porch would not look right with the garage door. He stated that he is proposing a

new design that would save two windows and bdng the roofline out toward 10 Street,
which would be more visible, and that he would use an 8:12 pitch on the bottom gable.
He stated that the upper gable is currently a 9:12 pitch; however, the lower gable with
an 8:12 pitch would look the same. He noted that the 8:12 pitch will give the gable more
body and strength. He said that a louver vent would be located in the gable that would
match the size of the existing window in an upper gable on the 9:12 pitch roof.

Staff Member Wemimont reviewed the previously approved design, and stated that the
only change is the rotation of the gable currently facing .10th Street, which will be rotated
90 degrees and will have no inset for a porch. He said that all the materials would be
same, and that the brackets and other features would be carried throughout the
addition, and the garage door would be paneled to represent a cardage style door.
Motion by Wand, seconded by Gibbs, to approve the application as submitted. Motion
was approved by the following vote: Aye - Kringle, Gibbs, Bradford, Wand, Henson
and Mozena; Nay- None.
PUBLIC WORKSHOP: PRESENTATION OF DESIGN REVIEW GUIDELINES FOR
HISTORIC STRUCTURES: Chds Morris of Durrant Architects presented the
architectural design guidelines for the historic structures in a PowerPoint format. She
described the intent and purpose of the guidelines noting that the guidelines are
following the Secretary of Interior's Standards for Rehabilitation. She presented slides
that summarized the history of Dubuque, and a map show locations of structures in
each historic district. Ms. Morris referred to styles of individual structures noting that
each picture will label significant features that define the style. Ms. Morris went on to
discuss the residential properties, reviewing the following topics: Masonry, roofing,
windows, shutters, awmngs, doors, siding, porches, architectural details, painting, new
construction, outbuildings, ADA compliance, fire escapes, satellite dishes. Under the
Commercial Section of the Architectural Guidelines, she referred to storefronts, cornices
and signage. The consultants and the Historic Preservation Commission then fielded
questions from the general public regarding the architectural guidelines.
David Stewart, 1492 Locust Street, spoke in favor of the guidelines. He stated he would
like to see a guideline showing inappropriate additions.
There were several comments from the public that referred to how to get started and
how to research a property. The consultants and the Historic Preservation Commission
referred to a checklist that is included in the document that outlines the process to follow
for a design review.
There were several questions Eom the general public in reference to listing of
contractors. Ms. Morris referred to the section labeled "resources," and also explained
that the City currently does not endorse or suggest contractors to be used. She noted
that the resource section will allow you to contact other places that information may be
available, such as the Old House Enthusiasts.
There were several questions regarding what would need to be reviewed by the Historic
Preservation Commission and what would not be reviewed. The Commission referred
to the checklist and to contact Staff Member Wemimont in order to determine what
would require Commission approval.
The Commission ended the public workshop by thanking the citizens in attendance for
their input.

ITEMS FROM THE PUBLIC
IHPA Request for Nominations: Staff Member Wernimont referred to the Iowa Historic
Preservation Alliance (IHPA) request for nominations. He noted that each year, IHPA
calls for nominations to recognize the best historic preservation projects in Iowa. He
noted that there are five categories in which properties could be nominated: residential,
public, rural, archeological, and in commemial, under 5,000 or over 5,000 square feet.
He asked the Commission to provide a list of properties that they would want to
nominate. The Commission identified the following properties: Pepper Sprouts, 378
Main Street; Buesing & Associates office, 1212 Locust Street; City Hall Sidewalk
Treatments, 50 W.13th Street; and the Round Barn, North Cascade Road.
IHPA Listin,q of Old Stone Bam: Staff'Member Wernimont reported on the IHPA listing
of the Old Stone Barn located at 503 Southern Avenue to the Iowa's Most Endangered
Properties list. He explained that a press release was sent out in Dubuque reporting the
Old Stone Barn was listed on Iowa's Most Endangered Properties. He also noted that
the IHPA failed to notify the City Planning Office or the property owner that the property
was placed on the list of Iowa's Most Endangered Properties list.
ITEMS FROM COMMISSION
Distribution of Phase II Architectural/Historical Survey/Evaluation Materials: Staff
Member Wernimont asked the Histodc Preservation Commission who they wanted to
receive copies of the Phase II Architectural/Historical Survey/Evaluation documents.
The Commission stated that they would like copies distributed to the Dubuque County
Historical Society, the Center for Dubuque History at Loras College, and the Carnegie
Stout Public Library.
The Commission also briefly discussed the possibility of having a liaison from the
Dubuque Historic Preservation Commission to the Dubuque County Historic
Preservation Commission.
Chairperson Mozena also discussed that City Expo is coming up on Tuesday, April 16th,
and they would like to have a display for Historic Preservation. The Commission
discussed the possibility of having a slide show of the streetscape and landscape
guidelines at the Planning Services table.
ITEMS FROM STAFF
Update on Histodc District Public Improvement Pro,qram: Staff Member Wemimont
provided an update on the Historic District Public Improvement Program explaining that
staff is currently creating an application form for the program,
Update on Desi,qn Review Trainin,q: Staff Member Wernimont provided an update on
the design rewew training project. He explained that the City received a CLG Grant
from the SHPO to create a design review training program that would be catered to the
Dubuque's Historic Preservation Districts. He noted that the design review training will

focus on presenting the streetscape, landscape and amhitectural guidelines that will be
created. He noted that currently a workshop for the design review training is set for
Friday, May 31st, from 1-4 p.m. and will be directed toward to the professionals that deal
with historic preservation. He said there will be a workshop from 9 a.m. to 12 p.m. on
Saturday, June 1st as suggested by the SHPO so other Commissions from around the
state could attend.
Discussion of Historic Preservation Week Activities' Staff Member .Wernimont asked
the Commission about Historic Preservation Week activities, which is May 12-18.
Chairperson Mozena noted that the Old House Tour would be taking place the weekend
prior to Historic Preservation Week. The Commission discussed the Telegraph Herald
is currently doing a find and seek of amhitectural features located in the City of
Dubuque. Staff Member Wernimont discussed the possibility of having a presentation
that IIW has developed about the Shot Tower as a possibility during Historic
Preservation Week.
Staff Member Wemimont also referred to the press release about the Town Clock
Building, Four Mounds Estate Historic District and the Dubuque Young Men's Christian
Association building being listed on the National Register of Historic Places. He also
explained that an entire list of Dubuque properties located on the National Register of
Historic Places has been placed in the Commission packets.
