Kathy Stevens called the meeting of the Dubuque Human Rights Commission to order at 4:15 p.m. on
Monday, March 11,2002 in Conference Room 2 at the City Hall Annex.

Approval of Minutes:
Many moved to approve the February 11, 2002 meeting minutes. Evelyn seconded. All in favor.
Corine moved to approve the February 21, 2002 meeting minutes. Many seconded. All in favor.
Caseload Report:
Carol summarized the February Caseload Report. There were 39 intakes, 0 cases in backlog, 1 case
under active investigation, 3 cases in mediation/conciliation, 3 cases in administrative review, 2 cases
in ALJ review, 3 cases in the public hearing process, 1 new case filed, and 1 case was closed. The
case synopsis involves age discrimination in the ama of employment.
Vice-Chairperson's Report:
Kathy reported that she has submitted the next "Human Rights: They're Our Rights" column.
Director's Repont.
Kelly reported on her involvement with past and future initiatives.
Hearin.q Procedures for DHRC #3935:
Kelly provided procedural options for headng DHRC #3935. Commissioner Oswald moved to
proceed with utilizing two Commissioners and an administrative iaw judge to serve as the headng
panel. Commissioner Drummer seconded. Roll call vote:

Motion carries.
Kelly stated that the hearing is tentatively scheduled for the weak of September 9. Commissioner
Oswald moved to appoint Bill and Chuck to serve on the hearing panel with Many serving as an
altemate. Evelyn seconded. All in favor.
Proposed Amendments to the Administrative Rules and Ordinance
Kelly asked Commissioners to review the proposed amendments. Commissioners will plan on
discussing those amendments at next month's meeting.
Updates from Committee Chairs on Goal Activities
Lou stated that the next Faces & Voices Program Committee meeting is scheduled for March 20~ at
5:30 p.m., at Loras in the Mary Alexis Room.
Commissioner Orientation/Training:
The Commission training session is scheduled for Tuesday, April 9th from 5:00 - 7:00 p.m, Kelly will
present training on the public headng process, and the elements of disCrimination claimS under the
ordinance.
Officer Elections:
Marry' moved to accept the nominations of Judy Giesen to serve as Chairperson, and Kathy Stevens
to serve as vice-Chair. Bill seconded. All in favor.
Adjournment:
Bill moved and Lou seconded to adjourn the meeting. All in favor. The meeting adjourned at 5:47 p.m.
