Dear Mayor Duggan:
I am pleased to inform you that the Iowa Department of Economic Development (IDED) intends to award
Dubuque a grant in an amount not to exceed $202,500.00. This award is from the HOME Investment
Partnership Program to assist in the rehabilitation of 15 rental units in the City's "North end"
neighborhood. This award is a conditional commitment of HOME funds pending the completion of
the environmental review process and release of funds.
You should plan to attend the Housing Recipient Workshop on Tuesday April 16. The workshop w
provide you essential information on how to administer your award. We strongly encourage you and the
person responsible for the day-to-day administration of your activity to participate, as major program
changes will be discussed. The workshop will be held in conjunction with the Water/Sewer and
Community Facilities workshop at:the Best Western Stadite Village in Ames with registration at 8:30 a.m.
A flyer with more details about the workshop is enclosed.
The "Housing Fund Management Guide" will be available at the workshop. You may look forward to
receiving contract documents for your review and signing in the near future. Your contract will have an
effective date of April 3, 2002. You may incur costs for administration and for the environmental review
process since these are exempt activities within your project or activity. However, you may not expend
project-related funds (local or HOME) until the state has approved your Request for Release of Funds
(RROF) and has actually released funds for your activity. If you have any questions, please contact your

This year we will be holding a workshop in Ames for all recipients of TDED's Community Facilities and
Services Fund, Water and Sewer Fund, and the Housing Fund. The workshop is free of charge and includes
lunch. The 2002 Management Guides will be available at the workshop.
There have been substantial programmatic changes to the Environmental Section of the Management
Guide. All 2002 projects wi!! be required to use the new forms and procedure~. Al' ~%rms from previous
management guides are obsolete.

WHEREAS, the Iowa Department of Economic Development approved a Contract with the
City of Dubuque for the expenditure of Iowa Local Housing Assistance Program funds; and
WHEREAS, the Grantee is now desirous of amending said Contract and has requested a
budget amendment reflecting changes in project costs;
THEREFORE, said Contract by and between the Iowa Department of Economic
Development (hereafter referred to as Department) and the City of Dubuque (hereafter referred to
as Grantee) is hereby amended as follows:
APlEND eai:h Article in the Contract that refers to "Exhibit D, Program Description and
Budget" to "Exhibit D, as amended."
Except as otherwise revised above, the terms, provisions, and conditions of the Contract
remain unchanged and are in full force and effect.
