SUBJECT: Grandview-Delhi-Grace Roundabout Safety Award

On September 21, 2016 Civil Engineer II Jon Dienst and Engineering Technician Nate
Steffen attended the Iowa Streets and Roads Conference. At the conference the City of
Dubuque received the Tom McDonald Safety Award for the Grandview-Delhi-Grace
Roundabout project. The Tom McDonald Safety Award was developed to recognize
individuals, agencies, or programs that have contributed to significant improvements in
traffic safety at the local level.
The nomination included the following: "Dubuque has just finished its first roundabout
and it is getting rave reviews from citizens. The project involved reconstruction of an
existing 5 way stop intersection into a modern roundabout. The project was tricky
because the intersection is near Unity Point-Finley Hospital and several blocks from a
middle school with lots of pedestrian traffic. The schedule to the contractor stipulated
that North Grandview Avenue remain open to two-way traffic at all times, yet also
provide for full pedestrian access. All work had to occur while school was out for the
summer and be fully complete prior to school starting. The contractor finished early,
meeting the deadline and earning an incentive payment."
As part of this project, Dubuque conducted an extensive public awareness campaign on
the benefits of roundabouts. This included cable TV, radio, Broadcast TV, Newspaper,
door to door Q & A campaign, public information meetings, specific meetings with
affected groups (schools, colleges, hospital businesses, transit, solid waste, commercial
drivers, senior centers, school bus drivers, students, parents), and social media.
Additionally the City developed videos and brochures outlining the proper way for
vehicles, bicyclists and pedestrians to move through the roundabout. All of this

Civil Engineer Jon Dienst will now present this award to the City Council on behalf of
Engineering staff.
