WHEREAS, City of Dubuque recognizes that all of our citizens have the right to equality,
opportunity, independence, and freedom; and
WHEREAS, we also recognize that our citizens who are blind or otherwise disabled
possess the same rights as they pursue public and private employment and
full participation in the economic and social life of this community; and
WHEREAS, we understand that the long, white cane is not only a tool used by our
citizens who are blind to travel freely, independently and safely about the
community; but it is also a symbol of their rights as they pursue their
goals; and
WHEREAS, we recognize that these rights have been protected through legislation
passed on the local, state, and federal levels, particularly Chapter 216C of
the Code of Iowa, known as the White Cane Law.
NOW, THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, ON BEHALF
OF THE CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM
THE 15TH DAY OF OCTOBER, 2016 AS
"WHITE CANE SAFETY DAY"
IN THE CITY OF DUBUQUE, IOWA, AND CALL UPON THE RESIDENTS OF DUBUQUE
TO USE THIS OCCASION TO REFLECT UPON THE SIGNIFICANCE OF THE LONG,
WHITE CANE AND TO ACTIVELY SUPPORT THE EFFORTS OF OUR CITIZENS WHO ARE
BLIND AS THEY PURSUE EMPLOYMENT AND FULL INTEGRATION INTO THIS
COMMUNITY. I ALSO URGE MOTORISTS TO BE COURTEOUS AND TAKE PROPER
PRECAUTIONS WHEN THEY ENCOUNTER BLIND PEDESTRIANS.
IN WITNESS THEREOF, I have hereunto set
my hand and caused the Great Seal of the City
of Dubuque to be affixed this 3rd day of
October, 2016.
