WHEREAS, cornstalks, Indian corn, pumpkins and a golden moon will herald the
cool weather of autumn and the entertaining holiday of Halloween;
and
WHEREAS, Halloween is the fun time of year when young and old become
creative and emerge as ghosts, devils, witches, cartoon characters,
caped crusaders, and action heroes; and
WHEREAS, all manner of delightful costumed individuals go from house to
house on their annual pilgrimage for candy and treats, heralding
their arrival with a "Trick or Treat!"
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA,
ON BEHALF OF THE CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE, DO
HEREBY PROCLAIM MONDAY, OCTOBER 31, 2016 AS:
"TRICK—OR—TREAT NIGHT"
DURING THE HOURS OF 5:30 TO 7:30 PM IN THE CITY OF DUBUQUE, IOWA, AND
URGE ALL MOTORIST TO BE WATCHFUL OF OUR YOUNGSTERS MAKING THEIR
ANNUAL ROUNDS.
IN WITNESS THEREOF, I have hereunto set
my hand and caused the Great Seal of the
City of Dubuque, Iowa, to be affixed this 3rd
day of October, 2016.
