Six proposals were received in response to a Request for Proposal for the Flora and
Sutton Pools Assessment and potential Master Plan.
This project includes two tasks. Each task was to be bid separately so that the City
could choose to do all or a portion of the project.
Task 1A: Determine existing conditions of City aquatic facilities by conducting on-
site inspections and audits, examining records, consulting with City staff, and other
tasks as required.
Task 113: Prepare a report of findings including recommendations for a
repair/replace and maintenance plan to maintain and improve the facilities in their
existing layout and configuration.
Task 2: Develop a comprehensive Master Plan for long-term renovation/re-build.
Leisure Services Manager Marie Ware and the RFP Review Committee recommend
City Council approval of the selection of MSA Professional Services, Inc. to complete a
facility assessment and report (Tasks 1A and 1 B) for both the Flora and Sutton Pools
for a proposed fee of $18,000. The City of Dubuque will wait until a later date on the
Master Plan portion of the project.

INTRODUCTION
The purpose of this memorandum is to request your approval of the recommendation of
MSA for the Flora and Sutton Pools facility assessment consultant services.
BACKGROUND
The FY 2017 approved C.I.P. budget#1022648-627716 includes $30,000 to complete a
facility assessment and report for both the Flora and Sutton pools. This project includes
two tasks. Each task was to be bid separately so that the City could choose to do all or
a portion of the project.
Task 1A: Determine existing conditions of City aquatic facilities by conducting on-
site inspections and audits, examining records, consulting with City staff, and other
tasks as required.
Task 113: Prepare a report of findings including recommendations for a
repair/replace and maintenance plan to maintain and improve the facilities in their
existing layout and configuration.
Task 2: Develop a comprehensive Master Plan for long-term renovation/re-build.
DISCUSSION
Staff received six proposals for the Flora and Sutton Pools Assessment and potential
Master Plan. The firms and associated costs are as follows:

Prior to viewing any financial detail, the review committee made up of six City staff
reviewed the proposals. This committee consisted of Dan Kroger, Recreation Division
Manager, Janna Beau, Aquatics Supervisor; Mary Rose Corrigan, Public Health
Specialist; Steve Fehsal, Park Division Manager; Brant Schueller, Water Engineering
Assistant; Alexis Steger, Senior Budget Analyst. After this review and discussion, the
financial information was provided. Two firms were ultimately selected by the group to
hold phone conferences. After the conferences the consensus was that both firms
could adequately do the assessment, but that one firm was clearer on their ability to
meet the detailed criteria put forth by the RFP. The group also chose to hire a firm to
complete Tasks 1A & 1 B and to wait on the Master Plan portion of the project.
During the initial review process, Burbach Aquatics and Waters Edge Aquatics Design
were the first two firms removed as potential candidates by the committee. Each firm
was either missing key components requested by the RFP and/or had provided
outdated materials. This step was completed before the price quotes were known by
the committee.
The MSA Professional Services, INC. (MSA) is a regional engineering/architectural firm
with an office in Dubuque, IA. They have over 50 years of experience working with
municipal clients and meeting parks and recreation needs. They will be partnering with
Water Technology Inc. (WTI) who in an industry leader in pool design and operation.
WTI has worked both nationally and internationally on assessment, re-construction and
new facilities.
The firm presented a RFP which met all of the proposed requirements, they have been
highly responsive to staff, and have shown a genuine interest in developing a high
quality, efficient and sustainable plan that will extend the life of the existing pools as well
as help staff and Council plan for the future.
Based on the six proposals as well as the conversations that the committee has had
with MSA staff, the committee recommends MSA as the consultant firm to assess and
report on the Flora and Sutton Pool Facility Assessment.
BUDGETIMPACT
The FY 2017 approved C.I.P. budget #1022648-627716 includes $30,000 to complete a
facility assessment and report for both the Flora and Sutton pools. By choosing only

Tasks 1 A and 1 B, the total cost for this project will be well under budget at $18,000.
Fortunately, this bid process had also provided staff with a good baseline for future
budgeting for a long-term Master plan for the outdoor pools.
ACTION REQUESTED
We request your approval of the recommendation of MSA, Inc. for assessment
consultant services. A contract will then be completed with MSA, Inc. for the purpose of
consulting the City of Dubuque Leisure Services Department on the Flora and Sutton
Pools Facility Assessment.

The City of Dubuque owns and operates two outdoor municipal pools.Sutton Pool was last renovated in 1990,and is located within an industrial
area at 1900 Hawthorne St.Flora Pool was renovated in 1991,and is located within a large community park at 2525 Green Street.
The City is beginning a process to access the long-term viability of these two facilities in order to master plan for the future.There are a number
of ongoing facility issues that require careful consideration to review and identify the feasibility of maintaining, improving or possibly replacing
the existing facilities.The goal for the final result is to provide the City more than adequate insight for informed decision-making and long-term
budgeting.

PROJECT APPROACH
SCOPE OF SERVICES:
1. Task 1A-Full Facility Assessment
a. Assessment to include all site utilities, paved areas, pedestrian walkways, fencing and gates, exterior lighting
and landscaping, plumbing, electrical, ADA compliance, hazardous materials, foundations and substructures,
structural systems, exterior wall systems and roofing membrane systems, and a general lifecycle analysis to
indicate remaining useful life of existing infrastructure, buildings and systems for both Flora Pool and Sutton Pool.
b. MSA Approach
I. Initial video call to strategize and get in sync with the City's project leadership.

1. Compile/review facility documents of both facilities.
2. Assemble aerial mapping to define extent of review and overall project context.

3. Filtration systems, including adequacy of existing filtration, recirculation and sanitation systems—hydro calculations.
4. Chemical feed systems.
5. Underground plumbing.
6. Swimming pool vessels and associated structural systems.
7. Determine existing conditions.
8. Recommend corrective measures, including short- and long-term corrections, replacement needs with estimated
costs and an estimated budget planned lifecycle costs and obsolescence information.
9. Compare existing pool vessels,Ind ud Ing gutter,filtration and recirculation systems,especially underground plumbing
and overall enclosure with the latest Iowa Administrative Code 641-15 and ADA.
10. Determine compliance with current codes.
11. Prepare volume and hydraulic calculations as needed to affirm facilities'condition and operation.
12. Identify recommended areas(if any) requiring destructive testing.
13. Approximate structural life expectancy.
14. Financial efficacy of renovation vs. replacement,cost of renovation and/or repair.
15. Adequacy of existing systems.
16. Costs of upgrade to include enhancements such as slides or play features; Architectural/Engineering services to
proceed with chosen alternatives.
17. Evaluate structural systems and existing drawings for failing conditions.

3. Observations will address the adequacy of storm/water drainage provisions, and identify and comment on the
remaining useful lifespan of the paved areas. Typical items include cracking, stripping sub-grade failure, alligator
cracking, rutting and re-striping requirements. Fencing and gates associated with the property will be specifically
reviewed for egress, functionality of the gates and general condition. All exterior lighting will be reviewed for
adequacy of area lighting both in the surrounding hardscape and parking facilities. Non-functional, deteriorated or
broken lighting fixtures will be identified.

H. Develop a master plan for a renovation/re-build of the facilities designed to satisfy the estimated demand.

iii. The needs assessment and master plan shall be developed through meetings and coordination with City staff, user groups,
local community and Parks and Recreation Commission. The Consultant shall present the results of the master planning
process to the Parks and Recreation Commission and City Council.
iv. Provide exhibits of the proposed facilities to include general pool and building location, size, shape and
support spaces to illustrate the general functional arrangement. Include critical dimensions and areas.
Identify any existing elements to be incorporated into the new facilities.If projected demand cannot be met incorporating
any existing elements,then assume a complete demolition and reconstruction of the facilities.
v. Identify any elements of the proposed facilities that will trigger the need for an Environmental Impact
Report. Identify potential required mitigations including traffic mitigations and parking improvements.
b. MSA APPROACH
I. Meeting to define the context of the Vision is an important aspect of assessment,therefore we propose initial Aquatics
Visioning Sessions simultaneous to the Project Kick-Off.

The City of Lodi celebrated the Grand Re-Opening of its
historic swimming pool located in Goeres Park on June 15, f i
2014. The pool, which was originally built in the 1930s from - -
WPA funds in conjunction with the development of the
20-acre park, was closed in 2013 because it no longer met G i,
current regulations. The kidney bean-shaped pool, designed

and engineered by WTI, maintains the original pool's rich i
history, while complimenting it with modern amenities to -

meet the needs of today's families.
One major change from the original to the new pool is the _
addition of zero-depth entry that gradually slopes to a depth
of four feet. An ADA-compliant ramp entry was also added,
providing easy access for children and adults with accessibility
challenges. Floor geysers are located in the zero-depth entry
and not only provide an aesthetic appeal, but aid in the joyful
experience of toddlers and young children.
Otheraddedamenities include underwater bench seating,four F-
wellness lap lanes and two basketball hoops with underwater
marking to identify the free-throw lane and three-point arc.
Upgrades were also made to the bath house, entry area, and
surrounding deck area. The $2.1 million public pool, which is
open free-of-charge, was funded through fundraising efforts
led by"Friends of Lodi Pool"and bond monies.
