The FY 17 budget did not include funding for consulting engineering services associated with obtaining SRF loans for water and sanitary sewer improvements. Therefore, it is recommended the City seek an upfront Planning and Design Loan through Iowa's SRF, at 0% interest for up to three years, which can also be rolled into the construction. Van Milligen, City Manager qpFROM: Gus Psihoyos, City Engineer Bob Green, Water Department Manager SUBJECT: Request for Professional Consulting Engineering Services for Sanitary Sewer and Water Main Improvement financing through Iowa SRF DATE: September 15, 2016 INTRODUCTION The purpose of this memorandum is to request authorization to seek proposals from highly qualified professional engineering consultants and/or firms to assist the City in obtaining favorable financing for upcoming sanitary sewer and associated water main capital improvement projects through the State of Iowa's State Revolving Loan fund. BACKGROUND The City of Dubuque, Iowa entered into a Consent Decree in the case of The United States of America, and the State of Iowa v. The City of Dubuque, Iowa, Civil Action No. Case 2:11-cv-01011-EMJ, Civil Action Number 2008V00041, DOJ Case Number 90-5- 1-1-09339, United States District Court for the Northern District of Iowa. Each year the City prepares a capital budget which includes sanitary sewer and water main improvements. Since 2011, the primary focus of sanitary sewer improvement is in areas outlined in the City's Consent Decree. Following the provisions of the Consent Decree the City has evaluated its sanitary sewer system in five specific sewersheds. In addition, it has contained its ongoing operation and maintenance activities throughout the City. Both activities have highlighted areas of the sanitary sewer system that require improvements. In many situations the sanitary sewer is being replaced as it has outperformed its design life and is starting to fail allowing groundwater to enter the system. Traditionally, the water main was installed at the same time and is often located in close proximity to the sanitary sewer and can be compromised during construction. Further, as water mains age they are more likely to experience breaks which can undermine the roadway and cause future potholing. In these cases it is advisable to replace both the sanitary sewer and the water main. The City of Dubuque continually looks to obtain funding of capital improvements through many different programs. The Iowa's State Revolving Fund (SRF) is one program that has been successfully used by the City to finance capital projects, including the recent $70 million upgrade of the Water and Resource Recovery Center and provided partial funding of the Upper Bee Branch Creek flood mitigation project. The State Revolving Fund is one of Iowa's primary sources of financing for water quality and water supply projects. These low interest loans are available not only for construction but also for planning and design of infrastructure projects. Water quality projects are financed through Clean Water SRF and the Drinking Water SRF finances water system improvements and source water protection projects. The SRF is jointly administered by the Iowa Department of Natural Resources (DNR) and Iowa Finance Authority. DISCUSSION In pursuit of funding of water and sanitary sewer improvements through Iowa SRF, the City must prepare supporting documentation in its application to the State. All drinking water and wastewater projects must follow the Department of Natural Resources' construction permitting process. The permitting process requires the preparation of a preliminary engineering report (PER) for drinking water projects and a facility plan for wastewater projects, these must be prepared by the applicant/owner and a Professional Engineer. The process also includes contact with an SRF DNR representative for both Clean Water SRF and Drinking Water SRF to initiate a work record request, submittal of an Intended Use Plan application, a Viability Self-Assessment (drinking water only), and an environmental review. Following approval of the facility plan and preliminary engineering report by the DNR, the applicant can begin the process for an SRF construction loan and the projects can be designed and bid for construction and DNR construction permitting. In order to effectively navigate through the DNR process in a timely manner and coordinate the multiple water and sanitary sewer projects outlined in the adopted CIP budget and outlined below the City requests the help of a professional consulting engineering firm. The projects scheduled for improvements include but are not limited to: Grove Terrace Sanitary Sewer replacement, Heeb Street Sanitary Sewer and Water Main project, 30th and Jackson Sanitary Sewer improvements, Harlan and Euclid Street Sanitary Sewer Replacement, Hempstead Street Sanitary Sewer and Water Main Improvements, Perry Street and Bradley Street Lift Station and Force Main Improvements, Marquette Place Sanitary Sewer and Water Main Improvements, Phase 3 of the Kerper Boulevard 30" Force Main Relocation Project, five-year sanitary sewer cured-in-place pipe rehabilitation project, the five-year sanitary sewer manhole replacement and rehabilitation project, and the Catfish Creek interceptor sewer, force main and lift station improvements. The majority of the listed projects are improvements identified under the Consent Decree provisions with specific construction completion dates, therefore time is of the essence as several completion dates are set for 2017.
