Sealed bids were received for the Dubuque Airport Parking Lot Repair Project 2016.
Civil Engineer I I Jon Dienst recommends award of the construction contract to the low
bidder, Tom Kueter Construction Co., Inc., in the amount of $76,587.60, which is
21.66% under the estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the
Dubuque Airport Parking Lot Repair Project 2016.
BACKGROUND
In 2016 the Dubuque Airport constructed a new commercial hanger. This project
required excavation and removal of existing parking lot pavement around the new
hanger. The location of the hanger is just south of the old Dubuque Airport terminal
building.
DISCUSSION
The project provides for construction of new 7" thick Hot Mix Asphalt (HMA) pavement
for the parking lot and 6" thick concrete sidewalk around the perimeter of the new
hanger. The parking lot improvements will provide for 14 parking stalls, sidewalk and
related work, minor utility adjustments and pavement striping for the parking stalls.
BID RESULTS
The City of Dubuque received the following bids on September 26, 2016 for the
Dubuque Airport Parking Lot Repair Project 2016.

Tom Kueter Construction Co. Inc. of Peosta, Iowa submitted the low bid in the amount
of$76,587.60. This amount is 21.66% under the estimate of probable cost.

RECOMMENDATION
I recommend that the contract for the Dubuque Airport Parking Lot Repair Project 2016
be awarded to Tom Kueter Construction Co. Inc. of Peosta, Iowa in the amount of
$76,587.60.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR
THE DUBUQUE AIRPORT PARKING LOT REPAIR PROJECT 2016
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Whereas, sealed proposals have been submitted by contractors for the Dubuque
Airport Parking Lot Repair Project 2016, (the Project) pursuant to Resolution No. 315-16
and Notice to Bidders published in the Master Builders of Iowa Plan Room on the 12th
day of September, 2016.
Whereas, said sealed proposals were opened and read on the 26th day of
September, 2016 and it has been determined that Tom Kueter Construction Co. Inc. of
Peosta, Iowa, with a bid in the amount of $ 76,587.60 is the lowest responsive,
responsiblebidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Tom
Kueter Construction Co., Inc. and the City Manager is hereby directed to execute a
Public Improvement Contract on behalf of the City of Dubuque for the Project.
