SUGGESTED DISPOSITION: Suggested Disposition: Receive and File ATTACHMENTS: Description Type Commission Priorities Memo for Council Supporting Documentation THE CITY ODubuque II-A U Bi E ;111 I.mericaCi i Masterpiece on the Mississippi 2007-2012-2013 TO: The Honorable Mayor Roy Buol and Members of the City Council FROM: Robin Kennicker, Chair, Park and Recreation Commission SUBJECT: Commission Priority List for Consideration during Budget DATE: September 21, 2016 INTRODUCTION The purpose of this memorandum is to provide the City Council with recommendations from the Park and Recreation Advisory Commission on projects or activities we feel should be priorities for park and recreation facilities and areas during the upcoming budget preparations and hearings. BACKGROUND At several recent meetings, commissioners discussed department projects and issues they feel are high priority, all of which are already included on the Council's priorities and goals list. They discussed a few other items they would like to be considered. DISCUSSION The Commission considers the following to be top priorities: • Fully-fund staff positions that are frozen within the Park and Recreation divisions. • Upgrade parks and facilities in the city of Dubuque. • Continue to be proactive and identify long term needs. • Continued improvements at Eagle Point Park. • Add rest rooms in Jackson Park. • Increase accessibility and ADA compliance in parks and recreation facilities and areas. • Re-development of Comiskey Park. • Add green spaces for athletic usage such as rugby, soccer, football or lacrosse. • Family rest rooms at Flora and Sutton Pools. • Replacement and expansion of tree population within the city of Dubuque public areas. 1 • Prioritize new park developments. (Currently six donated areas; have the land, but not developed due to lack of funding.) • Create additional Pet Park. • Legalize dog-walking in more City parks. • Upgrade Petrakis Field due to its current condition and level of usage. • Upgrade court surfaces at Flora Park due to current condition and level of usage. • Support the development of the Miracle League Field Project at Veterans' Memorial Park. • More outdoor basketball courts in the next fiscal year. ACTION STEP The action requested is for the Mayor and City Council to consider the priorities recommended by the Park and Recreation Advisory Commission during the upcoming budget FY18 preparations and hearings.
