Future expansion of the area with regards to increased off-street park- ing facilities by private individ• uals will result in increasing traffic in this alley. Because of present conditions and in anticipation of additional demands, it is believed that this alley should be deleted from the above schedule so that two way traffic will be allowed in this alley. April 29, 1958 To the Honorable Mayor and City Council Dubuque, Iowa Gentlemen: Because of the parking of vehic- les on Prairie Street between Loras and West 11th Street, the effective width of Prairie Street has been reduced to one lane of travel. This street is one of the primary streets leading into and out of the resi• dential area embracing 11th Street, Walnut, Race, Arlington, Chestnut Street and other. It is also a part of two bus routes. The existence of such conditions makes travel extremely hazardous especially dur- ing the winter months. 202 Regular Session, May 5, 1958 It is recommended that parking be eliminated on the east side of Prairie Street between Loras and West 11th. April 29, 1958 To the Honorable Mayor and City Council Dubuque, Iowa Gentlemen: A request has been made for the installation of street lights on Mis- sissippi Heights Subdivision. Upon investigation it was determined that street lights should be placed upon the streets of this subdivision at the following locations, 1. At the intersection of Missis- sippi View Drive and Mt. Loretto Avenue. 2. At the northeast curve of Mississippi View Drive. 3. At the Intersection of Missis- sippi View Drive and River Ridge. 4. At the turn around at the end of River Ridge. I recommend that street lights be installed at these above locations. Respectfully submitted, L. J. April 29, 1958 To the Honorable Mayor and City Council Dubuque, Iowa Gentlemen: Because of a frequency of acci- dents at the intersection of Queen Street and 24th Street, an investi- gation was made to determine what corrective measures could be taken to eliminate the possibility of a serious accident. Because of the vision obstruc- tions located at all corners of this intersection, it is believed that if a stop sign were erected which would give the right of way to vehicles traveling east on 24th Street and at the same time re- quiring astop of those vehicles traveling north and south on Queen Street across 24th, frequency of accidents would be reduced. It is recommended that stop signs be erected which will require north and south bound vehicles on Queen Street to stop before entering the intersection of 24th Street, Respectfully submitted, L. J. Regular Session, May 5, 1958 203 April 29, 1958 To the Honorable Mayor u. and City Council Dubuque, Iowa ~~ Gentlemen: The request of John C. Sanner 1 requesting an investigation as to the cost of construction of a sani- tart' sewer in the alley between Brunswick and Burden Streets was referred to the Council to view the grounds. The decision of the Council upon viewing the grounds was that the ~ cost per lot, charging the cost of the improvement against the bene- fited property within the City, would amount to about $1500 per lot which was felt excessive. The Council directed that the City En- gineer make a study of the areas outside of the City that could be served by this sewer and also an investigation be made as to the possibilities of annexing this area outside of the City. With the construction of this sewer and the improvement that could be made, providing water ' facilities and the construction of streets, it was felt that the overall improvement to this area would be beneficial to the people living out- side of the City. April 28, 1958 To the Honorable Mayor and City Council Dubuque, Iowa Gentlemen: The petition of Chris Becke ask- ing that a grade be set on Fulton Street so that he would have ac• cess to his property for the con- struction of a new home was refer- red to the Council to view the grounds. Upon investigation, it was deter- mined that a preliminary grade should be set by the City Engineer, taking into consideration the grades of the property on each side of the street and that such grade be given to Mr. Becke for the pur- pose of setting the elevation of his home to determine whether he could make sewer connection to his lots. Apri128, 1958 To the Honorable Mayor and City Council Dubuque, Iowa Gentlemen: The communication of William J. Walsh complaining about severe _~i 204 Regular Session, May 5, 1958 interference from radiation from the Jerrold Cable was referred to the City Manager for investigation and report. The Electrical Inspector has been constantly checking any complaints with regard to radiation from this cable system and has, since this communication, contacted the Du- buque Jerrold Company and they have jointly investigated any com- plaints that have been recorded. It was found that there are very few reports of intereference from radiation, but as soon as they have been reported, an effort is made to correct them. Our Electrical In- spector will diligently investigate any complaints that are received by the City and see that they are corrected, Respectfully submitted, L. J. April 28, 1958 To the Honorable Mayor and City Council Dubuque, Iowa Gentlemen: The communication of James Sigman indicating his interest in purchasing a parcel of land on the corner of Hillcrest and Morning- view Roads, that is now owned by the City of Dubuque, was referred to the City Council to view the grounds. Upon viewing the ground, it was the decision of the Council that this property was no longer needed by the City of Dubuque and should be advertised for sale. I recommend that the decision of the Council be confirmed and that the City Clerk be instructed to publish a notice of the intention of the City Council to sell this property and to solicit written bids. This section now reads that parking is prohibited opposite the entrance to a garage or drive- way on any roadway less than 20 feet in width. Access to garages or driveways in alleys are restricted in those areas where the alleys are thirty feet in width. It is believed that this ordinance should be rewritten so that at least 20 feet of available roadway space is left for the entrance or exit from the driveway or garage. It is recommended that this sea tion of the Ordinance be repealed and another section be substituted stating that it is illegal to park op- posite the entrance to a garage or driveway on any street or alley when less than 20 feet of the avail- able width of said street or alley shall remain for ingress and egress to and from said garage or drive- way. Gentlemen: At the present time there is a hazardous and conges- tive situation that exists on West 1st Street between Iowa and Main Street. This condition is caused by trucks which are backed into the loading dock at Western Grocery Company. When these trucks are backed into the loading dock there is only a very narrow space left between the front end of the truck and parked vehicles on the north side of the street. Such a condition effectively restricts the traveled portion of the street to one lane of traffic. It is believed that this situation can be corrected by removing the parking from the north side of West 1st Street between Main and Iowa Streets. It is therefore recommended that parking be prohibited between Main and Iowa Streets on the north side of West lst Street and that "No Parking This Side" be erected in this area. Gentlemen: The City Council re- quested that an investigation be made of the conditions of Alpine and Langworthy because of the sight distances at the corner and the accident rate during the past few years. Vehicles traversing the intersec- tion of Alpine and Langworthy are presented with a particularly haz• ardour condition because of the extremely poor visibility at this
