Present-Mayor Welu, Council- men Dove, Kintzinger, Kolb, Schueller. City Manager Schiltz. Mayor Welu stated that this is the regular monthly meeting of the City Council, also the first meet- ing of the fiscal year, for the pur- pose of acting upon such business as may properly come before the meeting. Councilman Kolb moved that Councilman Charles E. Dove be elected Mayor for the ensuing fis- cal year, Seconded by Councilman Schueller. Carried by the following vote: Yeas-Mayor Welu, Councilmen Kintzinger, Kolb, Schueller. Nays-None. Councilman Dove not voting. City Clerk Frommelt swore in the new Mayor and Mayor Dove took the Mayor's chair. RESOLUTION N0. 1.51 A Resolution providing for the appointment of a City Manager, City Clerk, City Solicitor, Assistant City Solicitor and Police Judge of the City of Dubuque; prescribing their salaries and fixing their bonds. Be It Resolved by the City Coun- cil of the City of Dubuque that the following officers be appointed sub- ject, however, to the right of the Council to declare such offices vacant or remove the officers therefrom at the pleasure of the Council with or without cause, and to be paid the compensation pro- vided for in the budget and that they each provide the following bond at their expense: City Man- ager, L, J. Schiltz, bond~5,000.00; City Clerk, Leo F. Frommelt, bond -$1000.00; City Solicitor, T. H. Nelson, bond-$1000.00; Assistant City Solicitor, R. M, Czizek, bond- $1000.00; Police Judge, R. N. Be It Resolved by the City Coun- cil of the City of Dubuque that the following banks be appointed de- positories of the public funds and the City Treasurer is hereby au- thorized to distribute such funds in such banks in amounts not to ex- ceed the following; American Trust and Savings Bank, $1,300,004.0(}; First National Bank, $1,275,000.04; Dubuque Bank and Trust Company, $1,225,000.00. Be It Further Resolved that the City Treasurer be and he is hereby directed to file with the County Treasurer of Dubuque County, Iowa, a list of such depositaries and to keep such a list on file with such County Treasurer at all times. RESOLUTION N0. 457 Whereas, a detailed distribution of proposed expenditures of the City of Dubuque for the fiscal year beginning January 1, 1957, and ending December 31, 1957, has been duly prepared by the City Manager and submitted to this Council for approval; and Whereas, this Council has exam- ined the detailed distribution of the propo~d expenditures, where- in estimates of the expenses of the departments and purposes are shown, including the estimates for which all levies heretofore made, receipts from moneys and credits and miscellaneous sources are to be used, and said distribution shows all of the proposed expendi• tares for the ensuing fiscal year; Now, Therefore, Be It Resolved by the City Council of the City of Dubuque that said detailed distri- bution of proposed expenditures for the fiscal year beginning Jan- uary 1, 1957, and ending December 31, 1957, as heretofore prepared, be and the same is hereby adopted and approved. Any surplus not apecitically al- located for a definite purpose in the budget shall be and l the same is hereby appropriated and set apart to be applied as contingencies arise or may be used for such proper purposes as the Council may determine upon. Any surplus not specifically distributed in the budget and remaining in funds created by the levy of special tales ~ shall be and the same is hereby appropriated for any proper purpose incident to such funds. Nothing herein I. contained shall authorize the transfer of funds realized from special tales to a fund ar purpose for which any special tae levy has been made, except only with the approval of the State Comptroller. Section 4, Delinquent Taa Collections. Delinquent prior years' tax collections shall be allocated to the ' respect[ve funds moat logically including the purpose for which the tax was levied when and as the same are ~ received by the City Treasurer. Section 5. Distribution. That the distribution and ~ division of the within appropriat[ona shall be made in accordance with the detailed distribution adapted by the I City Council on January 7, 1957, which detailed distri- bution is made a part of this ordinance by reference thereto and shall be so considered in connection with the eapenditures of said appropriations. II Section 6. This ordinance shall be in force and effect from and after its final passage, adoption and approval by the City Council and publication ae pro- vided by law, and the appropriations herein provided shall be available when transferred to their respective funds. December 31, 1956 To the Honorable Mayor and City Council, Dubuque, Iowa Gentlemen: Your honorable body requested that recommendations regarding restricted parking in the vicinity of 22nd and Central Avenue be re- viewed. During the period from Novem- ber 24th to December 4th, checks were made of available parking within one block distance from 22nd and Central Avenue. The sur- vey as attached, shows that the minimum number of spaces avail- able was ten and the maximum was twenty-one, Various persons who signed the petition requesting restricted park- ing were interviewed and only one of six felt the restricted parking would help. Because of the fairly good turn- over in parking, the spaces avail- able and the problem of enforce- ment, it is recommended that the petition be again denied. Respectfully submitted, L. J. December 18, 1956 To the Honorable Mayor and City Council, D9~buque, Iowa Gentlemen: tM the southeast comer of West 9th Street and Main Street are lo- cated telephones connected to cab company offices, This location is used by cab companies to pick up many of their passengers. Sir4ee West 9th Street has been made aone-way street west bound, it has been impossible for cabs to pull into the curb to pick up or discharge passengers. This has re- sulted in traffic being disrupted with angle and double parking. I recommend that the City Coun- cil authorize the installation of a taxicab stand at this location in place of a metered parking space. Respectfully submitted, L. J. CITY OF DUBUQUE Street Improvement Bond ( The City of Dubuque in the State of Iowa promises to pay as hereinafter mentioned to the bear- er hereof, on the first day of or at any time before that date, at the op- tion of the City of Dubuque, the sum of Five Hundred dollars with interest thereon at the rate of 5 per cent per annum, payable semi- annually, on the presentation and surrender of the interest coupons hereto attached. Both principal and interest of this band are pay- able at the office of the City Treas- urer in the City of Dubuque, in the State of Iowa. This bond is issued by the City of Dubuque under and by virtue of Chapter 396 of the 1954 Code of Iowa, as amended, and the Resolution of said City duly passed on the 7th day of Jan. nary, 1957, being Resolution No. 6.57. This Bond is one of a series of 141 bonds, 140 for $500.00 num- bered from 1010 to 1149 inclusive, and one for $206.76 numbered 1150, all of like tenor and date, and is- sued for the purpose of paying the cost of the city of Dubuque 1956 Bitumious Concrete Surfacing Project No. 1 as described in said Resolution, in said City, which cost is payable by the abutting and ad- jacent property along said im- provements and is made by law a lien on all of said property. It is payable only out of the Special Assessment Fund No. 1194 created by the collection of said special tax, and said fund can be used for no other purpose. It is hereby certified and recited that all the acts, cronditions and things required to be done, pre• cedent to and in issuing this series of bonds, have been done, hap- pened, and performed, in regular and due form, as required by law and said Resolution, and for the assessment, colllection and pay- ment hereon of said special tax, the full faith and diligence of said City of Dubuque are hereby irrevo- cably pledged. Wheras notice of sale of Water Revenue Bonds, Series 1956, of the City of Dubuque, Dubuque County, Iowa, in the amount of $330,000 has heretofore been given in strict compliance with the provisions of Chapter 75 of the Cade of Iowa by publication of notice for two or more successive weeks in at least one newspaper located in Dubuque County; and Whereas all sealed bids were re- ceived and placed on file, after which open bids were called for and received as follows: NONE RECEIVED-and thereaf- ter such sealed bids were opened, the substance of the best sealed bid being as follows; William Blair & Company, Chicago, Ill. Interest Rate 3z/e%-Plus Premium of $1023.00, NOW, THEREFORE, Be It Re- solved by the City Council o£ the City of Dubuque, Iowa, as follows: Section 1. That upon being ad- vised in the premises, it is hereby determined that the bid of William Blair & Company for the purchase of said Water Revenue Bonds, Ser- ies 1956, as advertised, upon terms of par and accrued interest plus a premium of $1023.00 is the highest and best bid received and that said bonds, bearing interest at the rate of Three and Three Eighths per cent (3~a%) per annum, be and the same are hereby awarded to said William Blair & Company. Section 2, That the form of agree- ment of sale of said bonds to William Blair & Company be and the same is hereby approved, and the Mayor and City Clerk are hereby authorized to execute said agreement for and on behalf of the City of Dubuque, Iowa and to af- fix the corporate seal of said City thereto.
