RE: City of Dubuque Match for 04/01/2016 through 09/30/2016
Dear Mr. Cohen,
The City of Dubuque strongly supports the Iowa League of Cities' Conservation Innovation Grant(CIG) from
the Natural Resources Conservation Service and has committed to provide matching dollars in the form of
watershed project activities in the watersheds upstream of the City. The League is the lead on the grant but the
City of Dubuque will support and partner in this effort to create a market-based offset system in the State of Iowa
that has the ability to be replicated in the Mississippi River Basin.
The City of Dubuque's motto is"Masterpiece on the Mississippi"and our community takes the River's health
very seriously. We anticipate that a successful framework created through this grant project will result in the
same environmental impact within watersheds that flow into the Mississippi but provide flexibility in working
with agricultural producers to reduce costs to the ratepayers within our city. Our work within our watersheds has
garnered national recognition and this project will continue our efforts in creating a more Sustainable Dubuque.
Specifically, the City of Dubuque will provide$257,420 in total match, which we understand is the current need,
over the three years of the grant from activities associated with sponsored projects funds from the State
Revolving Loan Fund in the Catfish Creek watershed.During the reporting period, April 1, 2016 through
September 30"', 2016 the Catfish Creek Watershed Management Authority of which the City of Dubuque is a
member hired MSA Consulting Engineers of Madison,Wisconsin to perform design services for the Southfork
(Catfish Creek) Streambank Restoration Project as grant matching activities toward the CIG project..
The City of Dubuque submits this communication with the understanding that it will be included in the Iowa
League of Cities' report as required per the USDA-NRCS CIG Program reporting requirements.
