Van Milligen, City Manager SUBJECT: 2016 Asphalt Overlay Access Ramp Project One (CIP 3001227) DATE: October 12, 2016 City Engineer Gus Psihoyos is recommending acceptance of the construction contract for the 2016 Asphalt Overlay Access Ramp Project One, as completed by Arensdorf Construction, in the final contract amount of $113,189, which is 32.6% over the contract amount of$85,380. This increase is due to the additional ramps added to the project. Additionally, 254 linear feet of curb and gutter required replacement due to poor soil conditions and required additional base stone for stabilization. BACKGROUND The purpose of this project was to replace thirty four non-compliant access ramps with thirty four directional ramps as per Public Right of Way Accessibilities Guidelines (PROWAG) specifications in conjunction with the Public Works Asphalt Overlay Program and involved the intersections of: • Burlington & National Street - Northwest and Southeast corners • Burlington Street & Primrose Street - Southeast and Southwest Corners • Burlington Street & Primrose Street - dual ramps Northwest and Northeast corners. • Burlington Street alley approach with access ramps installed at crossing • Muscatine Street & Putnam Street - Southeast and Southwest corners. • Muscatine Street & Putnam Street - dual ramps at Northwest and Northeast corners. • Putnam Street alley approach with ramps at crossing. • Putnam Street & Broadway Street - Northwest and Southwest corners. • Muscatine Street & Gay Street - Northwest and Northeast corners. • Muscatine alley approach with ramps at crossing. • Muscatine Street & W 28th Street - Southeast and Northeast corners. • Muscatine Street & Sabula Street - Northeast and Northwest corners. • Muscatine Street & Sabula Street - Southeast and Southwest corners. • Muscatine Street & Primrose Street - Southwest corner. • King Street & Broadway Street - Southeast corner. • West 24th Street & Division Street - Northwest and Northeast corners. Nine additional ramps were added to the project to facilitate the completion of paving operations for Spring Valley Road prior to the first day of school. • Kennedy Road & Spring Valley Road - Northeast corner. • Spring Valley Road & Fox Hollow Dr. - Northwest and Northeast corners. • Spring Valley Road & Olde Country Lane - dual ramp at Northwest corner • Spring Valley Road & Olde Country Lane - Northeast corner • Spring Valley Road @ Eisenhower School - new ramp at crossing. • Spring Valley Road & Wilderness Road - Northwest & Northeast corners. DISCUSSION The Asphalt Overlay Project - Curb Access Ramps Phase One was completed by Arensdorf Construction of Dubuque, Iowa in the final contract amount of$113,189.00, 32.6% over the contract amount of$85,380.00. This increase is due to the additional ramps added to the project. Additionally, 254 linear feet of curb and gutter required replacement due to poor soil conditions and required additional base stone for stabilization. Not including the cost of the extra curb & gutter, the average cost per ramp was $2,425.56. Sidewalks were installed to the maximum limits where needed in an effort to achieve the proper slopes mandated by PROWAG standards. Prepared By: Tom Kopp, Engineering Technician cc: John Klostermann, Public Works Director Jenny Larson, Budget Director Jon Dienst, Civil Engineer II 2 RESOLUTION NO. 355-16 ACCEPTING THE 2016 ASPHALT OVERLAY PROJECT CURB ACCESS RAMPS PROJECT ONE AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE CONTRACTOR Whereas, the Public Improvement Contract for the 2016 Asphalt Overlay Project Curb Access Ramps Project One (the Project) has been completed and the City Engineer has examined the work and filed a certificate stating that the Project has been completed according to the terms of the Public Improvement Contract and that the City Engineer recommends that the Project be accepted; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor from the Curb Ramp Program appropriations for the contract amount of $113,189.00, less any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code chapter 573.
