Van Milligen, City Manager SUBJECT: Fire Station Alerting System DATE: October 10, 2016 Proposals were received from three firms in response to a Request for Proposal for a fire station alerting system. The replacement will be a state-of-the-art automated system designed to reduce the need for dispatcher manipulations and save time in the dispatch sequence. Based on proposal reviews the committee is recommending the Racom/USDD proposal. This proposal meets the specification outlined in the RFP, and completes the project at the lowest cost. Racom is currently the provider of the radio system and has a good working knowledge of the current dispatch software and radio interfaces required for this project. Racom also has a good record of providing emergency support to our current systems. The three-phase, three-year cost of $273,954.26 is within the $375,000.00 City budgeted funds. Fire Chief Rick Steines and the RFP Review committee recommend the selection of Racom/USDD as their proposal met the specifications outlined in the RFP and completes the project at the lowest cost. Van Milligen, City Manager FROM: Rick Steines, Fire Chief DATE:October 11, 2016 RE: Fire Station Alerting System INTRODUCTION The FY2017 budget includes an improvement package to implement replacement of the current fire station alerting system. The replacement will be a state- of-the-art automated system designed to reduce dispatcher manipulations and save time in the dispatch sequence. DISCUSSION The fire station alerting project is budgeted over a three-year period (FY2017 $235,000/FY2018 $$1031000/FY2019 $37,000). The fire department developed a Request for Proposal (RFP) document for this project. The RFP was reviewed by an RFP committee set up for this project which included Fire Chief Rick Steines, 911 Emergency Communications Manager Mark Murphy, and Information Services Manager Chris Kohlmann. Proposals were received from three firms for equipment, installation and support of a fire station alerting system. Submitted proposals from Racom/U.S. Digital Designs, Purvis Systems, and Locution Systems Inc. were reviewed by the committee. The proposals are summarized here: RACOM PURVIS LOCUTION PHASE 1 FY2017 $205,765.70 $347,770.00 Did not submit costs based on phases but PHASE 2 FY2018 $44,240.98 $60,752.00 by equipment. PHASE 3 FY2019 $23,947.58 $24,384.00 $512,900.00 w/optional deletions TOTAL BASE PROPOSAL $273,954.26 $432,906.00 $439,905.00 Recurring costs of$20,000 start in FY2018. Revenue for FY2017 was reflected in the fire policy budget as Related Revenue of $147,186 (industrial park land sales) with the balance from property tax. RECOMMENDATION Based on proposal reviews the committee is recommending the Racom/USDD proposal.
