Economic Development Director Maurice Jones requests the City Council schedule a
Special City Council Meeting for Thursday, October 27, at 5:30 p.m. in Conference
Room B of City Hall, in order to begin the process of considering a Housing Urban
Renewal Area to include the South Point subdivision.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request City Council consider holding a special
City Council meeting Thursday, October 27 at 5:30 p.m. in Conference Room B, located
on the 2nd Floor of City Hall, 50 W. 13th Street in Dubuque, Iowa.
DISCUSSION
City staff believe it is in the best interest of the City to create a Housing Urban Renewal
Area which would include the proposed South Pointe subdivision area. As the urban
renewal process includes required time intervals in order to receive proper input from
the public and the taxing bodies and in order to maximize the financial benefits of
creating this Housing Urban Renewal Area this process needs to be completed before
December 1St of this year, I am requesting a special meeting in order to meet this
timeline.
RECOMMENDATION/ ACTION STEP
I recommend holding a special City Council meeting on Thursday, October 27 at 5:30
p.m. in Conference Room B, located on the 2nd Floor of City Hall, 50 W. 13th Street in
Dubuque, Iowa, in order to begin the process of considering a Housing Urban Renewal
Area to include the South Pointe subdivision.
