Minutes_Community Development Advisory Commission 9 28 16 COMMUNITY DEVELOPMENT ADVISORY COMMISSION MEETING MINUTES DATE: Wednesday, September 28, 2016 TIME: 5:30 p.m. PLACE: Housing and Community Development Department 350 W. 6t" Street, Suite 312, Dubuque IA 52001 Chairperson Michelle Hinke called the meeting to order at 5:30 p.m., following staff assurance of compliance with Iowa Open Meeting Law. Commissioners Present: Rick Baumhover Michelle Hinke Julie Woodyard Rob Blok II Rev. Lindsay James Dean Boles Tom Wainwright Commissioners Absent: Theresa Caldwell Staff Present: Erica Haugen Sarah Bennett Jerelyn O'Connor Public Present: None Certification of Minutes Commissioner Woodyard moved to approve the August 16, 2016, Commission meeting minutes as submitted. Commissioner Baumhover seconded. Roll call. All present in favor. Motion passed. Correspondence / Public Input Commissioner Boles informed the Commission he had been working on gathering data on 3rd grade reading levels and how they have declined within the city. Once the data is prepared he would like to share his presentation to the Commission. Old Business Proposed Amendment to By-Laws Erica Haugen, Community Development Specialist, asked for any final feedback regarding the change in meeting date for the Community Development Advisory Commission before making the Amendment to the By-Laws final. Commissioner Blok moved to approve the proposed Amendment to the By-Laws. Commissioner Baumhover seconded. Roll call. All present in favor. Motion passed. New Business Review Changes to CDBG funded Accessibility Program Haugen explained the proposed changes would allow additional,funds where there is more than one person in the household needing improvements were $5,000 is not enough for the improvements needed. Commissioner Baumhover moved to approve the proposed changes to the Accessibility Program. Commissioner Boles seconded. Roll call. All present in favor. Motion passed. Review Changes to CDBG funded First Time Homebuyer Program Haugen explained the current First Time Homebuyer Program is funded through CDBG and provides $5,000, long term, 0% interest loans City wide. The proposed changes would allow CDBG funds to allow $25,000 for applicants below 30% median income, similar to the Washington Neighborhood Homebuyer Program which is funded through the Iowa Finance Authority (IFA). Commissioner Boles requested more information regarding alternative options for CDBG funding. He also requested the Commission use one of the future meetings as a work session to go over the information provided before making a decision. Commissioner Boles moved to table the proposed changes to CDBG funded First Time Homebuyer Program. Commissioner Woodyard seconded. Roll call. Commissioner Wainwright opposed, all others present in favor. Motion passed CAPER® Reschedule Public Hearing: Tuesday October 18, 2016 Commissioner Woodyard moved to reschedule the Public Hearing to Tuesday October 18, 2016. Commissioner Baumhover seconded. Roll call. All present in favor. Motion passed. Set Public Hearing for Annual Action Plan 1: Tuesday November 15, 2016 Commissioner Woodyard moved to set the Public Hearing to Tuesday November 16, 2016. Commissioner Boles seconded. Roll call. All present in favor. Motion passed. Reports Housing Commission Report Commissioner Baumhover reported that the majority of the September Housing Commission meeting was spent discussing the transition of the Continuum of Care Program since the closing of Project Concern. Baumhover then discussed the statistics that were provided regarding arrests of Assisted Housing Participants. Commission Baumhover then shared a graph displaying this information. Neighborhood Development Reports Jerelyn O'Connor, Neighborhood Development Specialist provided information on the success of the St. Mark's Summer Hero's Academy, which the Commission provided funding through the Large Neighborhood Grant earlier this year. O'Connor then shared information on the Steeple Square Fall Fest and the Andrew Connolly Make a Difference Day. Housing & Community Development Reports Kris Neyen, Rehabilitation Programs Supervisor was not available to discuss the monthly report she provides in the packet. Information Sharing None. Adjournment There being no further business to come before the Commission, Commissioner Baumhover moved to adjourn. Commissioner Woodyard seconded. Motion passed by voice vote.
